SUMMARY/OBJECTIVE: The Director of Procurement is responsible for obtaining supplies, services, and equipment by directing procurement, contractual services, receiving, disbursement, and warehousing programs, supervising staff, and establishing and evaluating procurement policies and procedures.

ESSENTIAL FUNCTIONS:
  • Supports KCATA’s operations with an uninterrupted flow of materials and services by assessing and developing policies and procedures; designing systems, forms, and accountability; maintaining a procurement planning process; ensuring verification of incoming shipments, costs, delivery, product quality or performance, and inventories.
  • Buys competitively by assuring open competition; determining method of procurement; analyzing quotes, bids and proposals; keeping informed of factors that determine prices and availability of materials and services; understanding suppliers’ cost structure; negotiating price and service arrangements that are fair.
  • Buys effectively and efficiently by identifying products that yield the best combination of price, quantity, quality, and service, relative to the user department’s needs; coordinating with users to define needs; coordinating and reconciling users’ needs with suppliers’ capabilities; and maintaining an awareness of KCATA activities and programs to allow integration of materials requirements into purchasing activities already in process.
  • Maintains quality of supplies, services, and equipment by defining quality standards; discussing defective or unacceptable goods, services, or equipment with users, vendors, and others; determining source of trouble; resolving disputes.
  • Develops reliable and effective sources for supplies, services, and equipment by identifying, investigating, selecting, and developing competent and responsive suppliers; attending demonstrations and educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Develops good relationships with vendor community and suppliers by maintaining communication with suppliers and potential vendors; maintaining sound competitive procurement practices; maintaining and enforcing ethical standards for the buying function; educating vendors about KCATA requirements and policies; and treating suppliers objectively, fairly and courteously.
  • Maximizes integration with user departments by understanding major needs of user departments; translating user needs into materials/services support actions; forecasting future prices and general business conditions; and serving as a repository of information and data from suppliers regarding new materials, processes, prices, and materials availability.
  • Ensures compliance with regulatory requirements by monitoring and implementing applicable federal, state(s), and local requirements; and educating procurement staff on requirements.
  • Administers contracts by assuring KCATA’s protection with appropriate and complete contract conditions and provisions; establishing and maintaining a contract administration system that provides timely and complete tracking, retrieving, and distribution of information; establishing a system for contract disputes and resolution; and ascertaining that contract milestones are met.
  • Maintains procurement records by designing a filing and retrieval system for past and current procurement records; collecting, analyzing, and reporting appropriate information.
  • Maintains professional knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; and participating in professional societies.
  • Supports KCATA’s operations with an uninterrupted flow of materials and services by assessing and developing policies and procedures; designing systems, forms, and accountability; maintaining a procurement planning process; ensuring verification of incoming shipments, costs, delivery, product quality or performance, and inventories.
  • Maintains Procurement departmental results by:
    • Recruiting, selecting, orienting and training Procurement employees;
    • Scheduling and assigning Procurement employees; following up on work results;
    • Creating a work environment that is responsive to the department’s customers or users;
    • Developing, implementing, and maintaining departmental systems that ensure accuracy and timeliness;
    • Coaching, counseling and disciplining employees; and
    • Setting goals, monitoring, and appraising job results.
  • Contributes to team efforts by accomplishing results as needed; being accessible and responsive; communicating frequently and effectively; understanding the Authority’s operations; and supporting/implementing/promoting the mission, vision, values, and goals.

REQUIRED EDUCATION AND EXPERIENCE

EXPERIENCE:
  • Must have five years of experience of public transportation procurement/FTA at a public transit organization, with a successful record of growth and increasing responsibilities.
  • Must have at least three years experience with responsibility for a broad range of procurement activities including contract negation experience with vendors.
  • Must have five years of supervisory experience.

EDUCATION
  • Undergraduate or graduate degree from a four-year college or university with major course work in accounting, business management, business administration or a related field.
  • An equivalent combination of education and experience will be considered.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Must have excellent written and oral communication skills.

  • Must show initiative in identifying department and Authority needs and resourcefulness in developing solutions.
  • Must be capable of performing complicated analysis, and communicating technical and analytical information so that is understandable by non-technical people.

  • Must be able to handle multiple priorities and projects.
  • Must have demonstrated ability to implement and maintain purchasing systems and controls.
  • Must be willing to work cooperatively in a team-based environment.
  • Must be able to carry out job responsibilities in a manner consistent with the Authority’s values.
