SUMMARY
Directs, develops and implement strategies for the sustainability and advancement of the Authority’s short range transit planning services. Oversees work goals and activities of the Office of Short Range Planning ensuring the development and coordination of all bus and rail service scheduling and print distributions. Plans, designs, schedules, monitors and evaluates service plans to cost effectively ensure optimum and safe delivery of transit system services provided to the general public. Oversees and monitors transit system processes and systems used to determine ridership impacts, route performance and conduct cost analysis. Evaluates operational aspects of planned bus and rail services and schedules in order to prepare, administer, and maintain adherence to budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Manages, organizes, implements, and directs the activities of short range planning as it relates developing service plans and services for the Authority’s bus and rail systems.

  2. Oversees the scheduling of all MARTA bus and rail services.

  3. Manages the comprehensive bus stop program and other related service amenities within the MARTA service area.

  4. Reviews the Authority's overall service package and makes recommendations for service enhancements and modifications for implementation.

  5. Oversees and monitors processes used to determine ridership impacts, route performance and conduct cost analysis (e.g. Trapeze).

  6. Participates in transportation activities in coordination with the Atlanta Regional Commission (ARC), Georgia Regional Transportation Authority (GRTA), Georgia Department of Transportation (GDOT), Federal Transit Administration (FTA) and other regional partners.

  7. Conducts and participates in public meetings and/or hearing in collaboration with the Department of External Affairs as needed.

  8. Evaluates operational aspects of planned rail and bus service systems as it pertains to daily schedules and/or special services.

  9. Develops executive-level reports as requested and/or adopted by the Board of Directors (e.g. Annual Service Standards).

  10. Performs other related duties as assigned.


SUPERVISORY RESPONSIBILITIES
Directs the work of personnel assigned to the Service Planning & Scheduling and Bus Stops & Distribution branches. Interviews, hires and evaluates performance of employees; provides feedback, coaches, disciplines and discharges as appropriate.

EDUCATION and/or EXPERIENCE
Bachelor's degree in urban planning, engineering, transportation or a related field. Eight (8) years of progressively responsible experience conducting transportation/regional planning studies and operational analysis performing work associated with urban transit operations and scheduling. Three years of supervisory experience is required. Knowledge of scheduling and scheduling software (e.g. Trapeze) and knowledge of the MARTA service areas and routes is highly desired. Must possess excellent written and oral communications skills and a demonstrated ability to conduct research independently and present findings in a comprehensive and clear format. Experience in leading groups and projects, proven problem solving skills, and computer literacy required. In lieu of a degree, experience as described above may be substituted on a year-for-year basis.

LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
