Position Summary:
Cape May County‘s Fare Free Transportation is seeking a strategic and experienced Manager of Transit Service Planning to lead the planning, scheduling, and evaluation of the County’s paratransit services. This role is responsible for optimizing paratransit operations, managing paratransit service performance, ensuring regulatory compliance, and assisting in the preparation of federal/state grant applications and reports. This includes paratransit service analysis, paratransit best practices research, and service monitoring to meet the goals and objectives of Fare Free Transportation. The ideal candidate will have a strong background in public paratransit and/or fixed route transit service planning, excellent communication skills, and the ability to collaborate with key stakeholders and County leadership to serve the needs of the County’s diverse transit dependent populations, including seniors, individuals with disabilities and veterans.

Key Responsibilities:

  • Supervise and oversee paratransit scheduling and community outreach functions
  • Lead paratransit service planning, data analysis, and compliance with ADA, Title VI, FTA, and state requirements. Manage grant applications and reporting for federal, state, and local funding partners.
  • Oversee service bids, driver assignments/manifests, and customer service data systems
  • Oversee service design, develop and analyze performance metrics (including ridership, on-time performance, trip efficiency, and vehicle utilization), and make system recommendations to respond to service feedback.
  • Administer and maintain paratransit scheduling software; ensure accurate data entry, reporting, and staff training on technology platforms.
  • Coordinate field checks, service assessments, and public-facing schedule updates to ensure alignment with actual service delivery and rider needs.
  • Manage special projects to advance FFT’s operational goals.
  • Collaborate with County departments on operations, planning, marketing, procurement, and capital & technical projects.
  • Make presentations to the County’s Board of Commissioners, its standing committees and County Administrators.
  • Represent Fare Free Transportation at public events and with FFT’s Transportation Advisory Council, as well as with partners such NJ TRANSIT, South Jersey Transportation Planning Organization, other paratransit and fixed route transit operators within and adjoining Cape May County along with units of local governments and advisory boards. Provide excellent customer service to diverse client communities.

Required Skills:
  • Thorough knowledge and understanding of the Americans with Disabilities Act of 1990 (ADA) and Federal Transit Administration (FTA) requirements.
  • Proficient in public sector administration.
  • Thorough knowledge of specialized vehicles and computer software used in paratransit operations.
  • Thorough knowledge of principles & procedures for management and personnel administration. Ability to plan and supervise the work of subordinates.
  • Ability to communicate effectively, both verbally and in writing.

Qualifications:
  • Bachelor's degree in transportation, planning, public administration, or related field preferred. Demonstrated expertise and substantial (5-7 years) experience in transit planning or operations may be considered in lieu of a degree.
  • 5–7 years of paratransit or fixed route service planning, scheduling, or operations experience; paratransit experience preferred
  • 3 years applicable experience/knowledge of the Federal Transit Administration Capital Investment Grant Program, and associated regulations and processes, including ADA and Title VI is preferred
  • 3 years applicable experience of paratransit software scheduling systems preferred
  • Proficient in Microsoft Office Suite, Google Earth, and related business software. Adobe Creative Suite and GIS skills preferred.
  • Strong analytical, supervisory. project management, and communication skills
  • Valid New Jersey Driver's License or obtainable within 60 days of hire
  • Public speaking experience preferred
