This is high-level professional and technical work implementing and ensuring compliance with FDOT and FTA safety and security programs, as well as coordinating Breeze's comprehensive Safety/Security & Training Programs. Responsible for the administration FTA Drug & Alcohol program. Serves as Breeze's Civil Rights Compliance Officer (Title VI) and EEO Officer (Title VII). Responsible for monitoring compliance and updating the Safety and Security Plan (SSP), Public Transit Safety and Security Plan (PTASP), SSPP, Continuity of Operations Plan (COOP), and Department Disaster Preparedness Plan (DDPP).
In this role, you will...
- Manage a full-time Trainer and supervise the work of additional Bus Operators/Trainers when they are assigned Training duties.
- Directly manage up to 10 new employees while they are in the 2-3 month training period, including scheduling, coaching, approving timecards, and administering disciplinary actions.
- Assist with the selection and hiring process for new employees. Actively participates in the Union Labor Management meeting process. Exercise indirect Supervisory authority over all Breeze employees, providing on-the-spot corrections for Safety, Security, and Operational violations of policy and procedures.
- Serve as the designated person in charge of the third-party CDL testing program.
- Investigate Breeze-related vehicle accidents and personal injuries as necessary; pulls and reviews tapes as necessary; receives and logs all accident and personal injury reports as the first line contact; reviews reports to ensure the adequacy of investigations; discusses report, as needed, with appropriate manager; addresses any training needs, employee actions, and/or correction of any safety issues; consults with and provides necessary data/claim information to Risk Manager and HR as needed.
- Direct, conduct, and/or participate in safety/accident review committee meetings for Breeze employees. Directs, conducts, and/or participates in the Employee Wellness committee for Breeze employees.
- Prepare and present injury/accident reports to recommend action to prevent reoccurrence.
- Develop and implement safety, security, and training processes and procedures; facilitates new employee and annual training sessions related to safety, security, customer service, compliance regulations, proper use of bus lifts, sensitivity training, and ADA training; tracks and monitors employee training.
- In conjunction with the Breeze Director, exercises authority to shut down operations in the event of imminent danger to employees, citizens, or equipment. Report non-compliance to the immediate supervisor and in writing to the applicable manager/director for appropriate action.
- Function as the Federal Transit Administration’s designated Drug and Alcohol Program Manager. Duties include administering the Breeze Drug and Alcohol program, inspecting and auditing contractors for services such as Paratransit/TD, mobility on demand, trolley, and after-hours Substance Abuse testing services.
- Required to be on call during the hours of daily operations to direct reasonable suspicion determinations. Maintain extensive records to document compliance with FTA: 49 CFR and US DOT: Title 49 part 40.
- Title VI Compliance Officer responsible for the coordination of Title VI of the Civil Rights Act of 1964; 49 CFR. This requires the creation, organization, and preservation of files as required by law.
- Prepare and certify reports and audits. Compile any and all other reports, statistics, charts, and graphs as required by law. Keep abreast of current Office of Civil Rights developments as they relate to non-discrimination and anti-harassment programs and suggest changes, as necessary.
- Serve as Liaison Officer with other governmental agencies and investigative branches to resolve related complaints.
- Serve as Breeze Title VII / Equal Employment Officer to handle duties outlined in the Breeze Affirmative Action / Workforce Diversity Plan coordination with the County’s Human Resources Department.
- FTA and DOJ ADA specialist (Title II Americans with Disability Act and 49 CFR Parts 27, 37, and 38)
- Serve as the second (to the Operations Manager) Transportation Unit Leader in the Emergency Operations Center for the County during Emergency Operations Center activation, directing the movement of all County transportation assets, including School Buses, Transit, and Contract transportation providers.
- Ensures processes and procedures for a Departmental Operations Center are in place and all employees are properly trained and understand their role in the case of an event, i.e., hurricane, bomb threat, flooding, etc.

Monday – Friday, 8:00 a.m. – 5:00 p.m.

About You
Minimum Qualifications:
- A Bachelor's Degree from an accredited college or university in Public Administration, Business, Finance, Planning, Risk Management, or a job-related field, and two (2) years of job-related experience.
- Six (6) years of professional job-related experience can be substituted at management discretion for the required education.
- Related professional program/project management may substitute for the required education at management discretion.
- Ability to obtain a Commercial Driver’s License (CDL) with Passenger & Air Brake endorsement within six (6) months. (Must maintain CDL license to remain in position).
Preferred Qualifications: FDOT, FTA, Homeland Security, OSHA general industry certification, or a similar accredited safety industry certification, or the ability to obtain certification within 12 months of employment, may be required.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for five (5) years.
About Everything Else
Starting Pay Range: $56,139.20, based on experience.
