BRIEF DESCRIPTION
This position is responsible for overseeing the general operations of City/County Transportation (Cletran), a regional demand-response transit system serving Johnson County. Core responsibilities include managing daily service operations, supervising personnel, ensuring regulatory compliance, overseeing fleet and facility maintenance, and assisting Finance with the administration of state and federal transit grants.

This role also supports regional mobility by contributing to customer service improvements, community engagement, and outreach efforts. It involves helping identify opportunities for service expansion and participating in marketing and planning initiatives. The position works collaboratively with funding agencies and regional partners, including the Texas Department of Transportation and the North Central Texas Council of Governments.

The City is willing to train candidates who demonstrate leadership skills, have relevant experience in municipal or public sectors, and a commitment to learning transportation operations.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of, or the ability and willingness to learn, principles and practices of public transit operations, human services transportation, and regional mobility planning

• Knowledge of, or the ability and willingness to learn, local government operations, including interagency coordination and working with elected officials

• Knowledge of, or the ability and willingness to learn, leadership, team development, employee motivation, and conflict resolution strategies

• Knowledge of supervisory practices, including staff selection, performance management, training, retention, and personnel development.

• Knowledge of, or the ability and willingness to learn, federal, state, and local laws, including ADA, EEO, and Federal Transit Administration (FTA) regulations

• Knowledge of, or the ability and willingness to learn, budget development, financial oversight, grant compliance, and procurement practices in a public-sector environment

• Knowledge of, or the ability and willingness to learn, vehicle maintenance and fleet operations, including prioritizing repairs and preventative maintenance schedules

• Skilled in analyzing and interpreting service data, performance trends, and productivity metrics to guide operational improvements; training will be provided on specific systems used by the department.

• Skilled in presenting to governing bodies, stakeholders, and community groups

• Ability to build and maintain effective relationships with internal staff, the public, vendors, and intergovernmental partners

• Ability to coordinate multiple complex tasks and projects with overlapping timelines and competing priorities

• Ability to exercise sound, independent judgment and remain professional when handling high-pressure situations or dissatisfied individuals

• Ability to seek resources and make continued improvements to transit service

• Ability to create and maintain safe work practices and related regulations

High school graduate or equivalent; and

A bachelor’s degree in public administration, business, transportation, or a related field is preferred but not required.

Three (3) or more years of progressively responsible experience in public transit operations, state/federal transportation, programs, or municipal services; OR

Five (5) or more years of leadership or supervisory experience in public-sector roles, logistics, or operations management; OR

An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities will also be considered.

CERTIFICATES AND LICENSES REQUIRED

A valid Class C Texas commercial driver license (CDL) with a Passenger Endorsement, or the ability to obtain within ninety (90) days of employment.

Ability to maintain a satisfactory driving record.

ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during the summer and winter months.

While performing the duties of this job, the employee may occasionally be exposed to outdoor weather conditions, moving mechanical parts, fumes or airborne particles, toxic and/or caustic chemicals, and vibrations. The noise level in the work environment is usually moderate, but at times may be high.
