The primary responsibility of the Director of Safety & Security is to develop and administer all safety and security programs, including risk management initiatives and training. The Director of Safety & Security is also responsible for responding to and investigating accidents and other safety, security, or environmental concerns.

ESSENTIAL FUNCTIONS OF THE JOB
  • Develops and administers safety, security, and risk management programs with an emphasis on risk mitigation and accident prevention; implements plans to respond to issues or threats.
  • Engages staff in developing a culture of safety and preparedness throughout the agency.
  • Oversee and ensure compliance with the requirements in 49 CFR Part 673 of the Public Transportation Agency Safety Plan (PTASP).
  • Responds to and investigate accidents, incidents, or environmental concerns and recommends remedial action, including times outside of regular operating business hours; determines preventability where applicable; investigates all accidents and incidents that might result in an asset loss.
  • Monitors developments and legislation related to safety and security; creates, modifies, and/or implements policies to comply with safety legislation, regulation, and industry best practices.
  • Manages safety procedures to ensure compliance with OSHA safety regulations.
  • Acts as liaison to attorneys, insurance companies, and individuals.
  • Plans, develops, and monitors best practice training programs for the agency (e.g., operator development, defensive driving, mechanical service repairs, etc.), in coordination with relevant departments.
  • Serves as facilitator of Accident Review Committee.
  • Supports Lextran’s training program, offers guidance and leadership to the Training Manager and Safety & Training Coordinator.
  • Serves as back up and supports the Drug & Alcohol Program as outlined in 49 CFR Part 655.
  • Works with Emergency Operations Center (EOC) and the Division of Emergency Management, as needed.
  • Assists with identifying areas for improvement and making constructive changes.
  • Understands all aspects of Lextran and keeps abreast of all changing policies and procedures as it applies to the position.
  • Organizes the annual Safety Awards Banquet to celebrate safe practices by employees.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Excellent written and oral communication skills.
  • Strong presentation skills.
  • Excellent analytical and organizational skills.
  • Ability to effectively utilize computer software programs.
  • Knowledge of Occupational Safety and Health Administration standards; OSHA 30 certification preferred.
  • Knowledge of industrial hygiene concepts and standards; Industrial Hygiene Certification preferred.

EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s Degree with major course work in safety/health management, risk management, insurance, public administration, or a related field is required.
  • A minimum of seven (7) years of related experience.
  • Must possess a valid Class B Commercial Driver’s License (CDL) with a P endorsement and unrestricted Kentucky Driver’s License, or the ability to obtain all required licensing within 90 days.
  • Transit experience is preferred but not required. An equivalent combination of education and experience may also be considered.

  • Frequently communicates with personnel, visitors, and customers.

  • Frequently exposed to outside elements when investigating accidents or road conditions.
  • Occasionally lifts objects weighing up to twenty-five (25) pounds.
  • May be required to stoop, bend, or kneel.
