MARTA is seeking: Senior Drug & Alcohol Compliance Specialist

SUMMARY
Ensure compliance with the drug & alcohol testing program in accordance with Department of Transportation (DOT) regulations under 49 CFR Part 40 (Procedures for Transportation Workplace Drug and Alcohol Testing Programs), 49 CFR Part 655 (Prevention of Alcohol Misuse and Prohibited Drug use in Transit Operations) and provisions of MARTA's Drug & Alcohol Policy. Supports safety-sensitive contractor Drug & Alcohol oversight. Conducts regularly scheduled and/or ad hoc training presentation with various MARTA departments related to drug and alcohol education and compliance issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Ensures compliance of MARTA’s Drug & Alcohol Program (Drug and Alcohol Policy and Department of Transportation (DOT)/FTA regulations 49 Parts 40 and 655) in collaboration with the business unit's OMS Specialist. This includes, but not limited to accuracy/errors of Custody & Control/Alcohol Test Forms from the contracted clinic, planning and preparing random selections, and collection and verification of post-accident/reasonable suspicion supportive documentation from Operations.

  • Supports, researches, and advises MARTA management of DOT/FTA regulatory requirements/changes.

  • Partners with Operations to provide 24/7/365 support and guidance to management staff and safety sensitive employees regarding FTA compliance issues on a rotational basis.

  • Implements improvement methodologies for the program’s service delivery processes and procedures. 

  • Communicates changes to impacted areas.

  • Utilizes the drug & alcohol software to research, evaluate and correct data errors.

  • Conducts safety-sensitive contractor Drug & Alcohol oversight, including review and identification of safety-sensitive Request for Proposals, verification of contractors' drug & alcohol policies for FTA compliance, establish compliance meetings regarding FTA regulations post-award of safety sensitive contracts.

  • Assesses and oversees day-to-day performance/compliance of contractual agreements between MARTA and service agents performing DOT/FTA related testing, medical specialty services and EAP post awards. 

  • Monitors adherence to the conformed contracts and employee satisfaction.

  • Identifies drug and alcohol training for the Authority. Conducts regularly scheduled and/or ad hoc training presentation with various MARTA departments related to drug and alcohol education and compliance issues.

  • Acts as an internal liaison contact for MARTA’s Employee Assistant Program to assist employees seeking voluntary disclosure of a substance abuse problem under MARTA’s Policy.

  • Leads Human Resources/Occupational Medical Services special projects.

  • Perform other related duties as assigned.

EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Human Resources, Health Management, Rehabilitation Services, Business Administration, Behavioral Sciences, Safety, or a related field is required. A minimum of five years of directly related responsible experience in the administration of Federal Transportation Administration drug and alcohol program (49 CFR Parts 40 and 655), and Employee Assistance as a liaison to the external provider.  Must be proficient in business software application, i.e., Microsoft Word, Excel, and PowerPoint and video conferencing. In lieu of a degree directly related experience may be substituted on a year-for-year basis.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to communicate effectively with internal stakeholders and external partners using excellent verbal and interpersonal skills. Must possess excellent writing skills to communicate effectively with all parties to a claim external to the Authority as well as have the ability to write letters, policies, reports, procedures, manuals and presentations for various audiences within the Authority.
