Why does the job exist?
  • Serve as a lead Rail Bureau staff member responsible for rail planning.

  • Develop and maintain rail databases and reports.

  • Conduct planning and research regarding Rail Runner and other rail topics, prepare and present reports as required.

  • Complete other assignments as related to the operations of the Rail Bureau.

How does it get done?
Manages periodic updates to the New Mexico State Rail Plan. Coordinates with federal, state, regional, local, tribal and private entities on railroad planning in New Mexico. Monitors federal programs for federal funding opportunities and coordinates New Mexico Department of Transportation (NMDOT) response on funding opportunities. Monitors ridership and other areas of performance of New Mexico Rail Runner Express.

Who are the customers?
The incumbent represents NMDOT on rail planning issues with other NMDOT divisions and state agencies, the federal government, and public and private railroad stakeholders in New Mexico. The incumbent also coordinates with railroad planners from adjacent states.

Ideal Candidate
The ideal candidate will have four (4) or more years preferred experience/education in the following areas:
  • Urban transportation or infrastructure planning;

  • Real estate, commercial or public land usage;

  • Grant management;

  • Working with contracts;

  • Inter-agency coordination; and,

  • Business administration and/or economics.

Minimum Qualification
Bachelor's degree in planning, architecture, business administration, public administration or political science and two (2) years of experience to include urban, transportation or infrastructure planning, real estate, commercial or public land usage, grant management, procurement, working with contracts, right of way appraisal, inter-agency coordination, engineering design, business administration and/or economics. Education: Master's degree or higher in the field(s) specified in the minimum qualification AND Experience: 0 years of experience

OR

Education: High School Diploma or Equivalent AND Experience: 6 years of experience

Education: Associate's degree or higher in any field AND Experience: 6 years of experience

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Attend meetings, whether virtual, on-site, or off-site, is required. Occasional overnight travel is required.

Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
