Salary: $114,540 to $171,809 Annually

Overview
Under general supervision, evaluates and interprets corporate programs and objectives to establish direction, goals, and policy requirements for the Vehicle Maintenance Division. Advises internal and external stakeholders on vehicle fleet and maintenance related issues. Advice and recommendations impact other departments/divisions plan, policies, procedures, and budgets. Develops and administers budget, monitors, and approves expenditures. Represents the Agency or Department in external and internal committees/groups. Monitors and evaluates contractor's performance and corrects deficiencies as noted.

Essential Duties
  1. Manages the Agency's functions as related to vehicle maintenance. Advice impacts decisions made in Finance, Procurement, Training, Strategic Planning and Operations Divisions.

  2. Interprets agency policies, rules, regulations, union contracts and Standard Operating Procedures. Provides direction to staff and service providers/contractors, ensures consistent application and adherence.

  3. Represents management in the process of building and maintaining positive labor/management relations. Participates as representative in labor contract negotiations. Resolves personnel issues and union grievances through education, negotiation, and conflict resolution. Advises Executive Management of grievances and resolutions.

  4. Determines, develops, and manages the implementation policy for vehicle maintenance. Establishes performance standards for vehicle maintenance. Monitors status of attainment through development and use of reliable measurement tools. Directs modifications to processes and procedures to attain goals.

  5. Supervises Staff to include determining staff requirements, prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained. Makes hiring and disciplinary decisions and termination recommendations.

  6. Conducts project planning for any new technologies or modified equipment or process related to vehicles. Develops agency requirements, schedules, and budget relative to the project. Represents the department/agency on local and regional project groups and committees with respect to maintenance issues.

  7. Develops and administers division budget and business plan to carry out approved corporate plans and objectives. Oversees allocation and expenditure of budgeted funds.

  8. Translates the Corporate Business/Strategic Plan into a Maintenance strategy. Determines and manages the course of action, priorities, and resource allocation within the department to complement and achieve corporate goals and objectives.

  9. Performs other duties of a similar nature or level.

Requirements

Minimum Qualifications
  1. Minimum 5 years general supervisory and management experience.

  2. Minimum 5 years experience in fleet maintenance.

  3. Minimum 5 years experience in a company that operates bus or fleet services. A Bachelor's degree may substitute for 3 years of the experience, in some instances.
An equivalent combination of education, skills, and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.

Preferred
  1. Minimum 5 years of leadership experience in a union environment, requiring dispute resolution, negotiation skills and performance management.

  2. Experience working as a public employee.

  9. Interpreting and applying applicable federal, state, and local rules and regulations.

  10. Windows, and Microsoft Office products, email, word processing and spreadsheet applications.

Physical Requirements
Standing, climbing, balancing, stooping, kneeling, crouching, reaching, walking, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions, and carrying.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects.
