BASIC PURPOSE AND PRINCIPAL RESPONSIBILITIES
The Contract Compliance Agent monitors and enforces contract compliance for select operations-related service providers; ensures compliance with Authority policies and procedures; facilitates reporting activities, including NTD security reports, in compliance with the conditions of the contracts; monitors Drug and Alcohol program for compliance; monitors contractor’s operator training program, assures that contractor is utilizing Authority purchased software to the expected standards; and performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Is under the general direction of the Director of Operations and Planning.

EXAMPLES OF DUTIES
  • Reads, understands, and interprets working contracts; Monitors, evaluates and documents contract compliance of operations contractor; Assesses, defines, and ensures resolution of non-compliance issues; maintains contract files.
  • Reviews contractor’s drug & alcohol files and conducts site visits to contractors third party testing facility to ensure compliance with FTA regulations.
  • Reconciles, audits and checks farebox cash and farebox system on a random basis.
  • Creates monthly performance summary for the contractor by inputting data, such as vehicle inspection information, reading dispatch logs, reading and analyzing customer complaints, watching onboard video incidents, and inputting chargeable offenses.
  • Requests a variety of information from operations contractor to ensure contract compliance.
  • Meets with Authority staff to review monthly performance summary reports; participates in and/or facilitates progress meetings.
  • Recommends changes to current or future contracts based on monthly performance report findings.
  • Conducts Authority-owned vehicle cleanliness inspections, in-route performance checks, and observes bus roll-out.
  • Monitors road supervisor deployment and radio traffic for all service modes. Monitors performance and is proactively aware of road supervisors, dispatchers, customer service and management in carrying out assigned responsibilities.
  • Assures operations and maintenance activities or vendors are in compliance with contractual obligations, including but not limited to on time performance; mechanical and physical damage repairs are completed according to contract; complaint management; safety audit; daily logs; and all electronic equipment is operational.
  • Represents the Authority on all safety and security issues, and audits safety files for FTA/DOT compliance. Monitors the contracted training process and assures that the contractor is recruiting on time for all open positions.
  • Oversees the FTA PTASP plan and adjusts such plan when needed; coordinates the quarterly committee meeting as required by FTA.
  • Oversees the StanRTA Modesto Transit Center operation and all other mobility hubs.
  • Oversight of performance of security guard services contractor, follow up on incident response, and review incident reports.
  • Oversight of landscaping contractor services performance at Transit Center and Amtrak station, review seasonal projects.
  • May provide input on selecting and awarding procurements vendors and suppliers.
  • Investigates, assesses, and resolves product, vendor, and receiving problems; communicates and follows up with vendors and appropriate internal departments to obtain prompt resolution; and assures timely receipt of expedited and critical orders.
  • Analyzes, develops, coordinates, and implements special projects.
  • Coordinates special transportation events.
  • Prepares and maintains detailed spreadsheets, databases, and other reports as required;
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:
  • Theories, principles, and practices of contract administration for public agencies.
  • Applicable local, state, and federal laws, rules, and contract administration processes for transit and professional services contracts.
  • Theories and principles of public administrative practices; electronic data processing systems.
  • Principles, methods, and techniques of public transit administration.
  • Principles of budgeting and reporting.
  • Working knowledge of Federal, state, and local grant regulations and guidelines.
  • Internal control principles and practices.
  • Principles, practices, methods, and techniques of public agency purchasing, including competitive bidding procedures.
  • Must have a good understanding of transportation training, including curriculum, lesson plans, and all training materials and testing;
  • Must be able to understand the contractor’s process for training newly hired drivers for all services
  • Must have the knowledge and experience in accident investigation along with the knowledge of determining a preventable accident
  • Research and report preparation methods and techniques.
  • Computer applications related to the work, including word processing, spreadsheet, and database applications.
  • Principles, practices, methods, and techniques of transportation driver, dispatcher, and supervisor training.
  • Theories, principles, and practices of CHP inspections
  • Theories, principles, and practices of FTA Audits
  • Modern office practices and procedures; records management principles and practices.
  • Use of management information systems.
  • Must have a good understanding of ADA rules and regulations.

Ability to:
  • Analyze and evaluate bid proposals, purchase requisitions, specifications, and other purchasing-related documents.

  • Effectively operating a computer from a vehicle using word processing, database, calendaring, e-mail, and spreadsheet software.

EXPERIENCE AND EDUCATION
Any combination of experience and training that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required knowledge, skills, and abilities would be:

Experience:
Five years of increasingly responsible professional-level operations and analytical experience in public transportation. Two years in a training capacity, certified is highly desirable.

Education:
Equivalent to graduation from an accredited college or university with major coursework in business administration, public administration, contract administration, or a related field.

License or Certificate:
Possession of a valid California license.

SPECIAL SKILLS AND WORK ENVIRONMENT

Physical Skills:
Ability to work in the field in various weather elements experienced in Central California along with mobility to work in a typical office setting. Physical ability to intermittently kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; dexterity to write and use a computer; reach office equipment; write and use keyboard to communicate through written means; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; lift and carry 35 pound boxes, files, bus stop signs, traffic a-frames; files, and materials. Ability to install or remove bus stop signs on an occasional basis.

Work Environment:
Work in a standard office setting and in the field.
