Trinity Metro has an immediate opening for a Director of Procurement to direct and oversee the contract administration and procurement functions. This position performs under the general direction of the Vice President of Human Resources. The incumbent manages and leads procurement, contract management and materials management. This position will be responsible for managing the entire procurement process in support of the Transit Authority and its operations.
  • Plans, manages, directs, reviews and evaluates the work of all Procurement, Contracts and Materials Management Staff.

  • Develops and implements contract administration procedures. Ensures that the procedures are followed by the contract administration staff. Provides training as necessary to contract administrators to improve efficiency,

  • Reviews and approves contract language and terms. Ensures appropriate terms are included and that the language is legally accurate and inclusive of requirements.

  • Develops standard language and/or guidelines to be used in contracts in conjunction with the General Counsel. Develops templates for staff to use when beginning to work on new contracts. Works with legal to make sure all requirements are covered.

  • Works with and manages the purchasing staff to improve processes and procedures as necessary. Researches current practices, and makes recommendations for improvement. Trains staff as necessary.

  • Develops and documents work flow between Contract Administration and Procurement for items that affect both areas. Uses existing synergies to increase productivity, and develops new procedures where necessary.

  • Works with the DBE coordinator to identify potential areas for DBE enhancement (i.e. registering new DBEs to participate in upcoming procurements).

  • Responsible for understanding the current FTA rules and regulations, as well as, ensuring compliance with all city, state and federal policies, procedures and regulations.

  • Works with vendors to resolve discrepancies; identify areas for improvement.

  • Works with Project Management staff to implement major and minor capital projects.

  • Stays abreast of current laws and regulations governing public transportation entities, operations, contract requirements, and procurements.

  • Manages and develops employees; performs annual and semi-annual performance evaluations.

  • Maintains confidential information.

  • Maintains regular and punctual attendance.

  • Makes recommendations to management to improve operations, decrease inefficiencies and streamline work processes; work cooperatively with all customers, internal and external.

  • Participates in company community activities to promote transit on off duty hours.

  • Directly supervises one or more employees.

  • Applies supervisory responsibilities according to organizational policies and applicable laws.

  • Interviews, hires and trains employees; plans and directs work, sets goals for the department; evaluates and manages employee performance; addresses complaints and resolves employee issues.

  • Performs other duties, as assigned.

EDUCATION
Bachelor’s degree in Business, Public Administration, or other fields applicable to government and/or transit.

EXPERIENCE
Five years of progressive experience in contract administration, management of employees, legal research and documentation, statistical analysis, accounting and/or budgeting; municipal or transit operations experience is a plus. Must be proficient in using Microsoft office software.
