OVERVIEW
The Chief Planning and Development Officer (CPDO) will lead the District’s strategic service development, scheduling, capital construction and capital improvement (real estate) programs. The CPDO is responsibility for the development of a capital-infrastructure program to facilitate the growth of the District, improve accessibility, reduce congestion, and assist with our efforts toward transitioning to a zero-emissions bus fleet.

The CPDO directs a division of professional staff in the development and implementation of annual service plans, long-range strategic plans, access to transit projects, ridership expansion strategies, system and route performance, mobility alternatives analysis and improvement strategies, CHERRIOTS and regional policy development and community engagement. Develop and advance Cherriots role as a cost-effective mobility network provider through innovative partnerships and practices, with the goal of ultimately eliminating transportation barriers.

Essential duties include but are not limited to:
  • Provides oversight for the development and implementation of organizational policies that create support for Cherriots and for transit with the public. Creates long-range strategies, programs and policies intended to strengthen Cherriots image in the community.

  • Plans, organizes, directs, and coordinates the full range of duties related to developing short range service plans and strategic transportation plans. Assists in the planning and development of short and long-range Capital Improvement Programs and in updating the 5 to 20-year Capital Improvement Plan.

  • Provides executive oversight over the areas of capital construction and improvement projects, project management, transit systems engineering, and project control functions. Oversees engineering support to other divisions including the engineering design, construction, and construction management of projects.

  • Interprets complex legislative, regional transportation policies and materials and responds to requests for complex information related to the District with outside agencies and external groups.

  • Coordinates the activities of the Statewide Transportation Improvement Fund Advisory Committee (STIFAC) by serving as the Qualified Entity for the for the region.

  • Directs acquisition of professional services and construction contracts for major capital projects.

IDEAL CANDIDATE
The ideal candidate for this “first” in the newly created role, must have at least ten (10) years of progressively increased responsible administrative experience in capital programs and projects, transit-oriented development (TOD), short and long-range planning or public design and development work OR any satisfactory equivalent combination of related experience and training which provides required knowledge, abilities, skills, and other special requirements listed above. Possess a bachelor’s degree in urban planning, Engineering, Construction Management, Business or Public Administration or a related field.
