JOB SUMMARY: Under direction of the General Manager, this position is responsible for researching and planning the transportation services provided by Tulsa Transit. Oversee all areas of scheduling and bus stop management. Also responsible for developing outreach and promotional strategies to increase ridership and communicate service changes. Responsible for communication through different avenues with the public. Responsible for Title VI program.

ESSENTIAL FUNCTIONS:
  • Manages Planning and Scheduling staff.

  • Forecast public transportation needs and formulate plans accordingly. Prepare documents to support forecasts and present information.

  • Oversee the preparation of passenger surveys designed to monitor the fixed route service. Review and present results.

  • Conduct the regular reviews and analyses of routes, route performance, schedules, ridership, revenue, and cost, as well as Bus Stop Management. Make recommendations for improvements to the management team.

  • Plan, coordinate, and attend public outreach events related to service changes.

  • Assist with and coordinate area land-use planning activities including development of and updating long-range transit plans and organizational strategic planning.

  • Responsible for the research and planning (both short and long-range) of service changes whether permanent or temporary. Communicate geographic changes internally.

  • Coordinate and prepare service information including route maps and schedules, ridership, detours, customer information boards and other materials to communicate with the public.

  • Responsible for proactive community involvement in various task forces, City planning agencies, revitalization projects, INCOG, committees, and Chamber of Commerce.

  • Responsible for developing outreach and promotional strategies to increase ridership and communicate service changes.

  • Coordinate and attend the events for outreach to customers, employees, or the community.

  • Serve as the Title VI Officer.

  • Prepare and submit Title VI report to FTA.

  • Comply with all state and federal regulatory agencies in planning and providing transportation services, handling Title VI complaints, filing reports, etc.

  • Investigate and respond to all Title VI complaints. Maintains a log of all complaints.

  • Oversee and manage the data for NTD reporting. Responsible for S-10 report annual report.

  • Make presentations to management or the Board of Directors, as needed. May also speak at public outreach events.

OTHER JOB FUNCTIONS:
  • Must report to work on a regular and timely basis.

  • Must perform other incidental duties as may be assigned.

REQUIREMENTS:

Knowledge - Bachelor’s degree required in work related area or extensive knowledge and experience in lieu of degree. Knowledge of statistics and of technical writing. Must possess excellent oral and written communication skills. Experience and proven public speaking abilities are very important. Interpersonal and communication skills within groups, one on one, or on the phone are necessary. Good organizational skills are essential. Must be able to adequately deal with the public and Tulsa Transit employees both on the telephone and in person. Must be able to compose both letters and reports with excellent grammar. Extensive knowledge of computer software required including Microsoft Office (Word, Excel, Power Point). Knowledge of Trapeze for Windows a plus, but not required. Must be licensed and able to safely operate an automobile.

Mental Effort - Requires ability to handle numerous activities at one time. Must be able to work with limited or no supervision.

Physical - May be required to lift or push up to 50 lbs. and be able to lift and move office materials and information signage. Must be able to use tools required for information signage. Extensive sitting, standing and walking are all required in the course of a normal workday. Requires the ability to be outdoors for hours at a time. Must be able to get in, get out of, and drive a company automobile. Must be able to board, ride, and deboard all Tulsa Transit and contractor vehicles.

Audible/Visual Demands - Requires ability to hear telephone and verbal directions given. Visually perform essential functions for satisfactory job performance. Ability to view visual display terminal for extended periods.

Miscellaneous - Must be able to maintain confidential data. Must be willing to work early morning, evenings, and weekends on occasion. Must be proficient at using run cutting and scheduling software. Must be safety conscious and avoid accidents if possible.
