Trinity Metro has an immediate opening for an Assistant Vice President of Planning and Development to assist in formulating plans that lead the agency to future growth opportunities, while also focusing on the current state of the transit system. Coordination of the Planning, Government Relations, Grants Management, and Project Management Departments allow for a shared vision and implementation of agency strategy for growth and development. This position is a crucial leadership position reporting directly to the Executive Vice President (EVP,) of Strategy, Planning and Development and will have interaction with the rest of the Executive Leadership Team.

This position’s responsibilities include:
  • Works with the EVP to oversee and support the Planning & Scheduling , Government Relations, Grants and Project Management departments providing leadership and strategic vision.

  • Provide leadership of staff by, coaching, directing, mentoring, evaluating, and counseling personnel while adhering to organizational human resources policies and procedures as well as related employment law.

  • Administers the General Planning Consultant contract by helping scope tasks, monitor work progress and review invoices.

  • Works with the EVP to establish and supervise long and short-range planning, facilities and capital construction projects.

  • Anticipates, analyzes, plans and develops programs addressing all aspects of the community's public transportation needs (physical, economic, geographic, etc.).

  • Sets direction, provides guidance and supports the Project Management team with capital construction development to ensure timely and cost-effective delivery of projects. Oversees the development of the scope of work, including management through design, construction and post-construction phases.

  • Supports supervision of Government Relations in developing and implementing the strategic government relations agenda, identifies and responds to opportunities and risks by managing lobbyists and internal staff.

  • Directs and conducts special research projects and provides recommendations to leadership.

  • Reviews performance of overall transportation system regularly.

  • Leads plan development for transportation-related projects.

  • Forecasts TOD needs, modifies plans based on current data.

  • Actively participates in the RTC for long-range transportation planning.

  • Acts as a resource to and a liaison between the department and other Trinity Metro departments as well as external contacts to include representing Trinity Metro at public functions, professional and civic organizations, local government, community groups and the like.

  • Prepares and makes special presentations to internal and external stakeholders (community groups, city council, etc.)

  • Prepares budgets and monitors the disbursement of funds for departments under purview.

  • Develops positive relationships with key colleagues and stakeholders across the organization and community.

  • Makes recommendations to management to improve operations, decrease inefficiencies and streamline work processes; work cooperatively with all customers, internal and external.

  • Participates in company community activities to promote transit on off duty hours.

  • Maintains confidential information.

  • Maintains regular and punctual attendance.

  • Directly supervises one or more employees.

  • Applies supervisory responsibilities according to organizational policies and applicable laws.

  • Interviews, hire and trains employees; plans, and directs work; sets goals for the department; evaluates and manages employee performance; addresses complaints and resolves employee issues.

  • Performs other duties, as assigned.

EXPERIENCE
A minimum of 10 years of management in the public transit field.

A minimum of four years managing staff.

EDUCATION
Bachelor’s degree in Transportation Planning, Urban Affairs, Engineering, Management, Geography or a closely related field from an accredited four year college or university. Master’s degree is preferred.

Any combination of experience, training and/ or education that provides the required knowledge, abilities, and skills may substitute for the required education.
