Job Summary
The Transit Superintendent oversees the contracted operations of all Ozaukee County transit services including the Commuter Express Bus and Shared Ride Taxi. They are responsible for creating accurate financial and statistical reports on transit operations for county, state, and federal reporting.

Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position. Other duties may be required and assigned.

20% Contract and Department Management:
Ensures contracted providers are compliant with county, federal, and state procedures and regulations. Resolves conflicts. Develops and implements transit policies and procedures. Responds to emergencies.

15% Grant Management:
Creates reports to the Federal Transit Administration (FTA) and to Wisconsin Department of Transportation (WisDOT) performance metrics. Plans and applies for grant applications for operations and capital projects. Reviews all grant related expenses. Responds to audits and periodic reviews. Creates and manages internal databases to track grant data.

15% Budget Management:
Creates annual department budget and presents to oversight committees. Approves invoices for payment. Follows up on invoice disputes. Tracks and reconciles departmental expenses and revenues from all sources. Processes payments. Performs financial variance analysis to ensure accurate month end financial reporting. Tracks and sells Shared Ride Taxi punch cards.

15% Project Management:
Implements transit related projects identified in Ozaukee County’s strategic planning document. Leads transit related projects. Identify transit related projects that increase efficiency of services. Assemble stakeholder workgroups to accomplish goals.

10% Marketing and Outreach:
Creates marketing campaigns for both county transit services. Creates marketing materials for print and digital. Contracts out work as necessary. Works directly with external media outlets to place ads and print materials. Updates websites and social media accounts. Partner with community-based organizations and workgroups on transportation initiatives that affect the county and would benefit from Ozaukee County Transit support. Workgroups and initiatives may be local or regional.

10% Transit Planning:
Assesses effectiveness of transit programs. Works with contracted providers to determine route changes. Works with SEWRPC to develop transit services that align with local and regional transit goals. Prepare annual TIPs. Propose solutions to committees. Develops reports and provides presentations on transit-related programs and activities. Prepares and presents information at public hearings for transit-related topics.

5% Procurement:
Manages all procurement activities for Transit Services, from draft to contract award to product/service delivery and payment. Ensures procurements are compliant with all federal and state regulations. Conducts independent cost estimates including research on vendors and products. Prepare contract and recommendations to the Public Works Committee. Review procurement policies annually. Audit procurement files.

5% Compliance
Serve as Civil Rights, Drug & Alcohol Program, DBE, ADA, and PTASP officer for Ozaukee County Transit. Regularly review policies and procedures to ensure compliance with federal regulations. Conduct required outreach, write, and submit periodic reports

5% Vehicle & Building Maintenance/Inventory:
Oversees vehicle maintenance performance of Highway Department. Oversees taxi contractor vehicle incidents & accidents to ensure resolution & repair. Oversees transit building preventive maintenance schedule. Maintains inventory of vehicles and other transit related equipment.

Supervision Exercised
Indirect supervision over contracted service providers.

Minimum Education Qualificationsbr>
Education and/or Experience Requirements:
  • Bachelor’s degree.

  • Multiple years of experience in Government/Public Agency operations, Budgeting, Policy & Grant applications and/or Procurement of Vehicles and/or Services.

  • Experience with statistics and budget management required.

Licenses, Certifications, and Other Requirements:
None.

  • Ability to plan, organize, and coordinate complex and diverse phases of transit projects and programs.

  • Ability to compose correspondence, reports, and maintain records.

  • Working knowledge of procurement laws and experience with coordinating bidding process.

  • Working knowledge of governmental organization and budgetary procedures.

  • Knowledge of federal, state, and local laws.

  • Ability to supervise and direct the work of others.

  • Ability to establish and maintain effective working relationships with other public officials, contractors, transit providers, and the general public.

  • Ability to be firm, tactful, courteous and use good judgment.

  • Possession of high professional standards, integrity and honesty.

  • Work is performed predominately in an office setting, occasionally in an outdoor setting.

  • Frequent stressful situations with irritated or agitated individuals, who may become hostile of violent.
