We are looking for someone that is excited about recruitment and understands the importance of making every applicant feel respected and valued through the entire recruitment process. The ideal candidate will have outstanding written and verbal communication skills as well as the understanding of recruitment and retention in today's world of technology. This position requires interaction with the public as well as current Pierce Transit staff and the individual we select will need to be customer focused, with the ability to juggle a lot of activities while staying on task in a fast-paced, deadline driven environment.

The Human Resources Analyst provides professional human resources functions in support of the recruitment team, hiring managers and candidates, and performs technical duties as a key member of the recruitment team. Additionally, this position is independently responsible for important components of the coordination and facilitation of recruitment events and activities, the distribution of information both internally and externally, and collecting data and inputting information in various files and databases.

PAID LEAVE:
Full-time Pierce Transit employees receive 11 paid holidays, 2 personal paid holidays, 6 days of major sick leave, and 22 days of paid time off (PTO) per year. Part-time employees receive pro-rated leave, to include major sick leave, PTO, and holiday pay. PTO accrual rates increase per policy and/or collective bargaining agreement.

Employees are not covered under the Social Security System except for a 1.45% payment for Medicare.

Essential Functions
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Independently conduct professional-level, full-cycle recruitment functions, as assigned, including but not limited to conducting recruitment strategy meetings, preparing job announcements, researching and identifying candidate sourcing opportunities, administering assessments, scheduling interviews and/or testing processes, preparing interview and testing materials, facilitating and analyzing background/reference checks to include reviewing records, completing FCRA adverse action notices and regretting applicants by email and phone.
  • Keep accurate records and files up to date. Maintain confidentiality and professionalism. Provide excellent, responsive customer service to applicants, employees and the public.
  • Participate in job fairs, agency outreach and community events. Represent Pierce Transit with the highest level of integrity, promote the agencies interest and attracting new talent to the recruitment process. Forward the agency’s diversity and inclusion efforts.
  • Produce informational reports, reports, metrics and dashboards.
  • Track applicant demographic data for EEO/DEI reporting
  • Greet new hires, conduct new employee orientation, give tours, provide information and guide employees through new employee paperwork.
  • Train other HR staff on recruitment functions and best practices. Assist with and/or cover other functions in the department.
  • Attend meetings and participate on teams as assigned.
  • Conducts special projects or research as needed to study or resolve human resources issues.
  • Assist with implementation of new laws and/or regulations, development of human resources policies and programmatic changes.

Qualifications

EDUCATION/CERTIFICATION:

Required:
  • Associate degree in Human Resources, Business, or a related field and
  • Four (4) years of directly related experience conducting recruitment
  • Experience may be substituted for education on a year for year basis.
  • Research and Analytical Skills/Abilities: Ability to research, evaluate and draw conclusions from data; support recommendations with facts and analysis; interpret and apply rules, laws, policies and procedures.
  • Communication Skills/Abilities: Ability to convey ideas and facts orally and in writing using language the audience will best understand.
  • Relationship-Building Skills/Abilities: Ability to develop positive, productive, respectful working relationships with clients and co-workers.

REQUIRED KNOWLEDGE:
  • Understanding of general human resources functions, specifically focused on recruiting and selection laws and regulations.

  • Understanding of human resource reporting and record-keeping requirements.
