TriMet is seeking a Manager of Streetcar Operations!

The Manager of Streetcar Operations manages the relationship between TriMet, the City of Portland, and Portland Streetcar Inc. to include all TriMet staff supporting the Streetcar Operation. They perform TriMet management activities for TriMet's employees (maintenance and transportation) assigned to the Streetcar department.

The Manager of Streetcar Operations works collaboratively with the City of Portland's Streetcar operations and maintenance managers and supervisors as an on-site liaison for project management of the TriMet - City of Portland Streetcar Operating Agreement. They collaborate with internal and partner stakeholders across divisions to resolve Streetcar concerns.

This position supports daily activities for light rail (MAX) transportation service delivery, rail operator workforce performance accountability, and employee management.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions:
  1. Manage daily activities of TriMet personnel assigned to Streetcar. Collaborate with Streetcar management to ensure performance metrics are met. Collaborate with internal and external stakeholders to address cross-agency issues. Respond to rail emergency situations including winter weather, major events, and service disruptions.

  2. Serve as on-site liaison between the City of Portland's managers of Streetcar operations and maintenance, and TriMet transportation, maintenance, and human resources managers, for project management of the TriMet - City of Portland Streetcar Operating Agreement, including transfers of TriMet employees to and from Portland Streetcar, and filling openings in TriMet employee staffing at Portland Streetcar.

  3. Manage both TriMet Rail Transportation department and Streetcar department employees for performance accountability to and consistent application of TriMet Human Resources policies and procedures, including workplace conduct, attendance, and leave administration. Manage Streetcar department employees for performance accountability and Portland Streetcar policies, rules and operating procedures.

  4. Ensure consistent application of the TriMet - ATU Working & Wage Agreement for Rail Transportation department employees. Ensure consistent application of the Portland Streetcar Supplemental Working & Wage Agreement for Streetcar department employees.

  5. Provide leadership to the TriMet operational team responsible for the delivery of light rail service and to the City of Portland's operational team responsible for the delivery of Streetcar service.

Position Requirements:
  • A minimum of a High School Diploma/GED or equivalent is required.

  • A minimum of six (6) years total credited experience.*

  • Five (5) years of experience in a progressively responsible role in transportation or transit operations, including managing union employees in a twenty-four hour, seven day a week operation.

  • Two (2) years of lead, project management, or staff management are required.

  • Operations Management, Project Management, Human Resources, or other service related leadership experience is preferred. Inter-Agency collaboration experience is also strongly preferred.

  • Or any equivalent combination of experience and training.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Minimum: $89,803.00
Maximum: $134,705.00
