The Special Services Manager ensures the day-to-day provision of optimum levels of service to the Champaign-Urbana area and Champaign County through planning and monitoring of the MTD Access (paratransit service), MTD Connect (on-demand services), C-CARTS (rural transit service), personnel management, and policy changes using available data. This is an in-person opportunity, with an excellent benefit package.

Education Requirements
A bachelor's degree or equivalent work experience in public administration, transportation, urban planning, business management, or a related field is required.

Experience Requirements
  • A minimum of three years of progressively responsible work experience, preferably in a planning or transportation organization, is required.

  • Hold a valid State of Illinois Driver’s License.

  • Hold, or obtain within six months of hire, an Illinois Class A or B Commercial Driver’s License (CDL) with passenger and airbrake endorsement is required.

  • Knowledge of the Americans with Disabilities Act of 1990 (ADA).

Responsibilities
  • Plans and implements service in accordance with current ADA legislation, MTD, and C-CARTS policies

  • Manages annual budgets, contracts, service development, and day-to-day operations of demand response services

  • Monitors daily performance of services through review of daily logs and consultation with Staff, Operators, Supervisors, and Information Assistants

  • Acts as a first line Supervisor through Operator/Dispatcher meetings, review and investigation of daily and monthly reports, customer feedback, relevant video, and staff meetings

  • Performs personnel, payroll, and disciplinary functions in accordance with recognized operating policies, rules, and directives

  • Integrates procedures and training into MTD2071 to ensure consistent service implementation

  • Monitors and advises for optimum staffing and assists in hiring process

  • Works with the Tech Services and Maintenance Departments to manage the Operational technologies used, including service management software and camera system

  • Participates in joint management/employee committee meetings, providing information on standard operating procedures, and ensures compliance with the Employee Handbook

  • Identifies programs and outreach opportunities to support paratransit/rural transit operations and encourage passengers to utilize fixed-route service (e.g. travel training)

  • Serves as the Web Accessibility Coordinator, a single point of contact for accessibility concerns, feedback, and information within MTD, as well as receives ongoing accessibility training to ensure preservation of accessible service design and customer information

  • Represents C-CARTS at Champaign County’s Rural Transit Advisory Group (RTAG) meetings

Work Hours
Work shifts vary from day to night, as needed. MTD operates seven days a week, including weekends and holidays, and this position may require some work outside of traditional business hours.

All MTD employees are trained on the Management System Policy and the impacts associated with this position.

Applicant must be able to obtain and maintain a DOT Medical Card.
The employee will be subject to random drug and alcohol testing throughout their period of employment and is required to comply with MTD’s Drug & Alcohol Policy which includes being cannabis-free in all safety-sensitive positions.

Salary: Minimum of $57,000. Salary is commensurate with experience and education.
