Located among the Columbia, Yakima, and Snake Rivers in southeastern Washington, Ben Franklin Transit (BFT) is a municipal corporation which provides public transportation services in a 616 square mile area in Benton and Franklin Counties. BFT administration offices are in Richland, which, along with its sister cities of Kennewick, Pasco, and West Richland, make up the Tri-Cities (population 283,000). The area is in the heart of wine country and averages 300 days of sunshine a year, allowing residents and visitors to enjoy a multitude of outdoor activities, including water sports, golf, wine touring and outdoor theater.

BFT is governed by an appointed ten-member board of directors. The overall management of BFT is divided into five departments: Fleet & Facilities, Human Resources & Labor Relations, Marketing & Communications, Planning & Service Development, and Administrative Services. BFT had a 2022 operating budget of $58.8 million and has a current capital budget of $83.6 million. BFT employs 374 full and part-time employees, both union and non-union.

Under the direction of the General Manager, the Chief Financial Officer will plan, organize, direct, and administer the functions of the Finance Department, including all financial and procurement functions. This position performs long-range financial forecasting and strategic planning for revenues and expenditures of agency funds in accordance with established policies, legal requirements, and professional standards. It is required that the CFO displays high standards of ethical conduct. The CFO will serve as principal auditor and treasurer for the agency, be responsible for treasury management functions and investments, and oversee the agency’s strategic and long-term goal planning function.

A bachelor’s degree in Accounting, Finance, Economics, or a related field from an accredited institution and five years of increasingly responsible financial and management level experience is required. The ideal candidate will have seven years of related experience, be a Certified Public Accountant or Certified Public Finance Officer and have experience in the public sector.
