OVERVIEW
The Regional Transit Authority gets people moving around New Orleans. Our transit services bring hard-working commuters to their jobs, students to their schools, and fun-seekers to entertainment, shopping areas, and restaurants. We provide mobility to residents of the city as well as tourists, taking them to and from their hotels to historical neighborhoods and countless attractions. RTA's system includes five streetcar lines, 34 bus routes, two ferry routes, and paratransit services. Our passengers take more than 19 million rides every year.

JOB SUMMARY
The Director of Audit Compliance reports to the CFO, monitors operations, and utilizes additional third parties to provide an independent audit review of key services being provided while identifying both strengths and weaknesses and reporting to Executive management. Additionally, the role of the Director of Audit Compliance is to ensure that the company remediates issues identified and facilitates improvements and assumes accountability for both the services company's performance and the changes needed for improvement. This position will work closely with the CFO and Legal Advisor.

  • Works closely with CFO and other Senior Management to promote RTA's mission and services while following policies and procedures including federal, state, and local regulations that impact services.
  • Responsible for the execution of internal controls and risk audits in compliance with the Standards of the Professional Practice of Internal Auditing and the Code of Ethics developed by the Institute of Internal Auditors
  • Represent the department in various business initiatives and actively participate in meetings with business management to ensure the department is well-informed of key developments that could have an impact on audit priorities
  • Responsible for business process development including collecting and analyzing data which transforms into planning, organization, implementing, and reporting results.
  • Creates and presents reports to the leadership team to support recommendations for new business
  • Leads new business opportunities and coordinates with other team members to expand RTA services
  • Coordinates and oversees application development projects, tracking status reports and project Bench Marking and comparison of contract performance to industry standards
  • Reviews the contract process for RTA contracts and ensures contracts meet all state and federal laws.
  • Coordinate Internal Audit activities with internal stakeholders to improve the efficiency and effectiveness of audit activities
  • Reviews contract deliverables to ensure compliance with contractual terms and milestones
  • Responsible for developing a strategic plan including goals and timelines for new business opportunities
  • Prepares periodic reports that detail performance, contract progress, and corrective action plans where necessary.
  • Assists with procurement and contract administration activities, including monitoring and tracking contract terms and conditions, and contractor performance.
  • Researches and provides guidance and recommendations on federal transit administration regulations.
  • Responsible for the coordination and review of the annual NTD report, triennial reviews, and all other reviews.
  • Assists staff with program and safety audits and compliance reviews including document requests and preparation during state and federal audits/reviews.
  • Analyzes data providing trend analysis and status reports as it relates to RTA Operations.
  • Ensures policy and procedures related to RTA Operations are up-to-date and comply with FTA rules and regulations.
  • Assists staff with compliance requirements, analyses, and project reviews pertinent to the FTA rules and regulations
  • Actively participate in the creation and execution of the annual audit plan for the enterprise
  • Build, lead, and develop a cohesive team of audit professionals: coach and mentor associates with the goal of developing and retaining talent
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of RTA are carried out

  • Performs other job-related duties which are in keeping with the goals and objectives of RTA.

QUALIFICATIONS:

EDUCATION
Bachelor's degree in business, public administration, finance, or a related field. (CPA or Master's degree is highly desirable) Minimum of five (5) years' experience in a related field. Previous experience with the state government is preferred. Ability to manage complex projects, multitask, and provide updates on all activities as well as the ability to operate independently to meet RTA goals.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position's duties

EXPERIENCE
Four (4) to seven (7) years of experience in the transit, or transportation industry within the public sector.

LICENSING REQUIREMENTS/DEMANDS
  • A valid Louisiana Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Must provide proof of being fully vaccinated with the COVID-19 vaccine before the start date.
  • Must submit to a criminal background check, the results of which must meet hiring criteria for the role.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times.
