The Massachusetts Bay Transportation Authority (“MBTA”) is currently undertaking a search to identify a highly strategic, dynamic executive for the role of General Manager and Chief Executive Officer (“GM/CEO”). This individual will be responsible for the overall operations and day-to-day administration of the MBTA and will prioritize the reliability, safety and on-time performance of bus, train and commuter rail services for MBTA ridership while ensuring a "State of Good Repair" and the delivery of capital maintenance and modernization projects.

The MBTA is one of the largest and oldest public transportation agencies in the United States. Connecting the greater Boston area and Massachusetts with many different forms of transportation, the MBTA connects a diverse range of communities and interconnects a region that is a great place to live and work. The MBTA handles a daily ridership of about 689,300 people making 1.3 million passenger trips daily. The system consists of 172 bus routes, five rapid transit lines of heavy and light rail (including the Mattapan Trolley), 14 commuter rail lines, three ferry routes and a flexible paratransit service to 60 cities and towns in eastern Massachusetts. The MBTA receives guaranteed revenue annually from the Commonwealth of Massachusetts and has an approved FY2023 operating budget of approximately $2.55 billion and in 2022, the Capital Improvement Plan had a budget of approximately $1.61 billion. The next GM/CEO will have the proven ability to build, transform and lead high performing teams while instilling a positive organizational culture that is committed to delivering safe, affordable, equitable and dependable operational service. The next GM/CEO will have a strong commitment to safety and excellent operational service delivery. The GM/CEO reports to the Secretary of Transportation and works with a five member MBTA Board which sets policy direction for the MBTA.

The ideal candidate will have a proven track record of successfully managing a large, complex and diverse organization that operates to provide the highest quality of service to its customers in a safe, reliable and affordable manner. Additionally, this individual will have strong financial management, leadership, strategic planning, public relations, community relations and government relations skills. The successful candidate must be able to build collaborative working relationships with the United States Department of Transportation, the Federal Transit Administration and the Federal Railroad Administration.

Competitive applicants will have a minimum of ten (10) years executive management experience with a transit agency or another public or private entity of significant complexity and size. A Bachelor’s degree is highly desired and preference will be given to a degree in transportation, transportation management, engineering, government relations, planning, urban studies, organizational development, general business management or equivalent fields. An advanced degree such as an MPA or MBA is beneficial. An equivalent combination of education and experience consistent with the required qualifications will also be considered.
