The Safety Program Manager is responsible for the implementation and management of compliance-related duties associated with various regulatory agencies. This position reports to the Safety & Training Director. This is a salaried position with an outstanding benefit package which includes a state pension plan.

Education Requirements
An associate degree or equivalent years of experience in business, transportation, planning, safety/security, education, or a related field is required.

Responsibilities

• Schedules and conducts DOT drug and alcohol random screenings and ensures all program requirements are met including coordination with affected Departments and testing sites, under the direction of the Safety & Training Director

• Maintains employee training and compliance records including, but not limited to, initial training, annual retraining, and new fleet training

• Supports the Safety & Training Director in reviewing and implementing laws and regulations that impact MTD

• Monitors and enforces MTD’s safety-related programs including pre-trip inspections, accident and incident review, Drug and Alcohol Program, and the Public Transportation Agency Safety Plan (PTASP)

• Supports the Safety & Training Director in complying with, and responding to, mandatory and voluntary safety and security audits with state and federal authorities, larger regulatory programs like OSHA and the FTA’s NTD, and internal compliance such as MTD2071 (ISO 9001 + 14001)
• Works with the Special Services Manager to audit service contracts to ensure compliance with associated regulations

• Guides activities of safety awareness including advancing a safety culture, disseminating safety content throughout internal communication channels, managing incoming hazards and close call reporting for MTD’s PTASP, as well as maintaining records and supporting the Safety & Training Director in maintaining the work of the Safety Advisory Committee

• Works with the Assistant Safety & Training Director in developing and updating training material, manuals, practices, and standards

• Maintains and studies performance data across Departments for established programs as well as achieving departmental goals such as KPIs and employee recognition

• Supports compliance with Illinois Secretary of State exams and inspections including maintaining necessary records associated with the State of Illinois and MTD’s Third Party Certification Program

• Participates in necessary committees, external events, and assigned duties related to safety, training, and hiring

• Attends additional trainings and staff developments as needed

Starting Salary: $62,000 - $70,000
