The L.A. County Metropolitan Transportation Authority (Metro) has retained KL2 Connects LLC in seeking a Chief Program Management Officer (CPMO) to assist in executing Metro’s mission to provide a world-class transportation system that enhances quality of life for all who live, work, and play within L.A. County.

The CPMO is Metro’s “builder-in-chief,” responsible for the ongoing development of Metro’s infrastructure, to include Rail and Bus Rapid Transit (BRT); Highway Construction; Regional Rail; Active Transportation; Program Control; Quality Assurance; Third Party and Utility Coordination; Environmental Compliance Project and Systems Engineering Construction Management; and Program Administration business units.

Metro is unique among its national peers, with broad responsibilities in the areas of planning, programming, design, operations, and construction for more than 10 million people — nearly one-third of California’s residents — within a 1,433-square-mile service area. In addition to operating its own services, Metro administers and distributes funds for all L.A. County transit providers, and funds a wide variety of transportation projects, including highways, commuter rail, transit, arterial streets, bikeways, pedestrian connections, and demand-reduction strategies.

The CPMO leads the Program Management Division and is responsible for delivering a multi-billion-dollar capital-infrastructure expansion program to improve transportation accessibility, reduce congestion, and ensure that programs and projects adhere to budget, schedule, quality, and safety goals; and directs and oversees the engineering, construction, testing, and handover of capital projects.

The CPMO should possess a combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience may be substituted for required education on a two-years-for-one basis. A typical combination includes a bachelor's degree in a transit-related field; a master’s degree in engineering, management, or a related field is preferred. Five years’ relevant, executive management–level experience in the design and construction of major transportation infrastructure projects, including extensive experience managing highway projects, commuter rail, and/or transportation operations; experience working with capital project construction in a mass-transit environment and/or Metro experience in a related area is preferred. The candidate must be registered as a Professional Engineer in the State of California, or have the ability to attain such within six months of appointment. A valid California Class C driver’s license, or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions, is preferred.
