Under the general direction of the Chief Operations Officer – Operations Support Services, the Director Operations Control Center is responsible for safe, efficient, and reliable operation and strategic leadership of the Operations Control Center (OCC) housing bus and rail dispatch in accordance with applicable federal, state, local, and regulatory laws, rules, or guidelines, and in support of NCTD’s Zero Delay service goals.

Distinguishing Characteristics

This position is distinguished by its requirement to provide proactive strategic leadership and overall responsibility and independent authority and direct coordination of communications between modal dispatchers, operations, safety, and security on a daily basis to support efficient, on-time, public transit service. This position is also critical to ensuring the accuracy and reliability of service-related data that is reported and tracked through the OCC. This position is designated as “at-will” in accordance with the NCTD Employee Handbook.

Supervision Received and Exercised

This position reports to the Chief Operations Officer – Operations Support Services and works under his/her general direction for assigned work. S/he has direct supervisory responsibility for the Operations Control Supervisors, and indirect supervisory responsibility for Train Dispatchers and Assistant Dispatchers. In the future, this position may have indirect supervisory responsibility for Bus Dispatchers if that function is brought in-house by NCTD. This position has a dotted-line report to the Chief Operations Officer-Rail and the Chief Operations Officer-Bus and will provide oversight and guidance to other NCTD and Contractor staff who may be stationed in the OCC. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required. The OCC operates 24/7/265. Accordingly, job duties frequently necessitate working beyond normal office hours including evenings, nights, weekends, and holidays to ensure optimum service delivery.

Essential Functions

Duties may include, but are not limited to, the following:

  • Directs activities and operations for the OCC in support of NCTD’s mission, vision, and Zero Delay goals for transit service management that includes bus operations, and passenger or freight rail operations.
  • Provides the strategic leadership to ensure that the Operations Control Center is implementing best practices, fully utilizing technologies, and reviewing, evaluating, and implementing future plans and technologies that enhances the operations of the District.
  • Recommends, develops, implements, and supports the implementation of transit operations and OCC policies and procedures and internal system safety program plans.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery; identify opportunities for improvement; coordinate with internal stakeholders to affect change.
  • Ensures the accuracy, reliability and integrity of data related to operations, safety, and security including proper documentation and entry into various NCTD technology systems.
  • Provides support in operations oversight and evaluation of service and public safety performance/ effectiveness and implements corrective actions as needed.
  • Ensures the smooth, efficient and timely restoration of transit services due to any service disruption; coordinates with operations, safety, security, customer service, and any other applicable NCTD and/or Contractor groups reacting quickly and calmly while employing techniques and strategies within established procedures.
  • Prepares clear and concise correspondence and reports.
  • Participates in regional and/or industry committees regarding NCTD’s transit operations as
  • requested by the Chief.
  • Prepares for and participates in regulatory agency and internal audits.
  • Responsible for the hiring, training, supervising, reviewing, disciplining, and terminating subordinate staff as needed and in accordance with District policy.
  • Responds, as part of a team, to emergency system failures, service disruptions, incidents, and accidents within NCTD’s service area on a 24/7 basis.
  • Perform other related duties as assigned.
QUALIFICATIONS

Experience/Education
  • Bachelor’s Degree in related field required.
  • Minimum 10 years directly relevant experience in a related industry/environment under FRA, FTA or other similar regulatory jurisdiction.
  • Minimum 5 years prior management and supervisory experience.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
Certificates/Licenses
  • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.
  • Must be able to become GCOR Qualified on NCTD owned railroad properties.
  • Must be able to become RWP Qualified on NCTD owned railroad properties.
  • Must be able to obtain and maintain annual access to Marine Corps Base Camp Pendleton.
  • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

General Requirements
  • Knowledge of principles of bus, commuter rail and hybrid rail operations, communications and control centers, and field operations in a public transit environment including safety requirements.
  • Understanding of Federal and State regulations concerning the operations of Commuter and Hybrid rail, as well as bus operations.
  • Understanding of Industrial safety and general safety rules and regulations;
  • Must be able to manage and maintain simultaneous, transitional, and emerging priorities during fluid, and often stressful, situations.
  • Knowledge of two-way radio operation, procedures, phraseology and technical equipment.
  • Fundamental understanding and application of Incident Command System (ICS), National Incident Management System (NIMS), and California Standardized Emergency Management System (SEMS).
  • Ability to learn and competently apply the procedures and operation of radio and other operational communication systems.
  • Able to create and maintain good working relationships through excellent communication and teambuilding skills; including the ability to engage successfully with both internal and external contacts and the public.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources, ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
  • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
  • A professional level of expertise in multiple areas and demonstrated use of high level discretion and judgment in execution of duties is required.
  • Knowledge of principles and practices of organization, administration, supervision, budget, and management.
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
  • Able to respond in-person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment and lift equipment up to 25 pounds on a periodic basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in hazardous conditions and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.
