The South Florida Regional Transportation Authority (“SFRTA”) is seeking to fill the position of Director of Safety & Security.  The Director of Safety and Security is responsible for overseeing and directing all work in Safety and Security to provide a safe and secure transit system for SFRTA’s employees, contractors, and passengers by developing, implementing and managing system safety and security programs and plans. This position is responsible for ensuring railroad compliance.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Project Manager for the SFRTA security agency contracted provider.  Directs, oversees and manages the Security Request-For-Proposal (RFP) for compliance.
  • Manages and coordinates with regulatory agencies, FRA, FDOT, FTA, TSA and NTSB including coordination with inspectors during audits and site inspections; ensuring required reporting.  Provides follow-up and corrective action responses to defects and violations and participates in joint investigations.
  • Sets policy based on review and analysis of  crime, safety, injury, and other incident reports.  Identifies trends and develops programs to address safety and security issues.
  • Conducts threat and vulnerability assessments and manages the vulnerability program including identification, analysis and resolution of threats and vulnerabilities.
  • Collects investigative information and provides depositions and/or testimony as needed.
  • Oversees the maintenance of statistical data on all security and safety related incidents; reviews/prepares and distributes safety, security, injury and litigation reports.
  • Manages Hazard Management System and Hazard Management teams using a proactive hazard identification process to identify analyze and mitigate hazards.
  • Manages all system security and safety program plans, including security plan, safety plan, hurricane plan, and emergency preparedness plans.
  • Develops and conducts Emergency Preparedness programs and training in compliance with all FRA Guidelines noted in 49 CFR Part 239.  
  • Ensures compliance of federal regulations through the SFRTA audit program.
  • Coordinates activities with federal, state and local law enforcement agencies.
  • Agency Designated Employee Responsible (DER) as defined in part 40 and in CFR parts 219 and 655 for compliance of all FRA and FTA drug and alcohol plans for contractors.
  • Oversees the accident/incident reporting 49 CFR 225 using the AIRG reporting system for the FRA.
  • Supervises a professional staff with varying levels of responsibility; conducts performance evaluations; ensures employees follow SFRTA and departmental policies and procedures; makes hiring, termination, and disciplinary recommendations in conjunction with Human Resources.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • security and safety systems and procedures including all FRA, FTA, FDOT, APTA, OSHA, DHS, NTSB and TSA requirements and regulations; 
  • procedures and requirements for securing security grants (i.e., DHS/ODP);
  • working knowledge of system safety as working knowledge of security practices such as Crime Prevention Through Environmental Design (CPTED.)

 

Skills in:

  • managing first responder training program and coordinating/conducting full scale exercises and drills. 

 

Ability to:

  • handle crisis/risk situations in a manner as to protect the Authority;
  • communicate effectively both orally and in writing;
  • analyze data and prepare comprehensive reports;
  • understand and carry out complex oral and written instructions; 
  • interact professionally and maintain effective working relationships with superiors, coworkers, government officials, and the public;
  • work in a fast paced, automated environment with many interruptions;
  • manage multiple projects with competing priorities.

 

MINIMUM REQUIREMENTS

Education

  • Bachelor's degree from an accredited four-year college or university with major course work in criminal justice or a related field.

 

Experience

  • Eight (8) years command/supervisory position with law enforcement and/or security agency.

 

Any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions may be substituted. Relevant experience should relate to commuter rail industry.

 

PREFERRED REQUIREMENTS

  • Five (5) years of progressive management level experience in the commuter rail/railroad industry.

 

COMPUTER AND SOFTWARE REQUIREMENTS

  • Ability to work with a personal computer in a Windows environment.  Must be proficient in Word, Excel, Outlook and PowerPoint.

 

ESSENTIAL ROLE

This position will serve an essential role in the Agency’s disaster preparation and/or disaster recovery efforts, as may be designated by the Executive Director.  During occasions of local emergencies, this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members.
