GENERAL SUMMARY
The Safety Manager oversees the organization’s comprehensive safety plan, compliance and works to prevent workplace accidents while assessing and identifying risks that could impede the safety, security, reputation, or financial success of the organization. The goal is to focus on prevention, drive a pro-active safety culture and ensure the workplace meets all legal expectations and actively supports federal, state and local requirements to maintain a safe workplace.

Responsible for implementation of the KCATA safety plan in case of a natural disaster or emergency.

ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

This role may be eligible for remote work on an occasional or regular basis, subject to job requirements, scheduling requirements, onsite operational needs, and manager approval.
  1. Assists, plans and implements safety policies and procedures in compliance with local, state, and federal rules and regulations including Department of Transportation (DOT).

  2. Advises senior executives on safety compliance concerns and preventative actions.

  3. Develop, maintain, evaluate and assess timely workplace safety plans, policies, procedures, processes, and facilities as associated with safety and health assurance in accordance with regulated guidelines, requirements and risk assessments.

  4. Oversee safety compliance with federal and state rail and bus safety requirements; coordinate safety certification requirements; and serves as agency liaison with municipal departments and local, state and federal agencies and ensures programs, policies and procedures are aligned with Agency values.

  5. Work with agency, departments and employees to recommend, implement, establish and integrate workplace safety solutions, new improvement opportunities or new prevention measures to prevent the likelihood and severity of workplace accidents; including policies, protocols, business continuity plans, or recovery measures. Provides guidance and direction to managers on program implementation, government regulations, reporting requirements, and standards of practice in safety areas: Construction Safety, Operational Safety, Safety Certification and Employee Health and Safety.

  6. Maintains safety files and records; proactively review, report, analyze, recommend organizational improvements such as process, communications, tracking, and other.

  7. Directs and manages safety enforcement and policies to establish a culture of workplace safety, including operations and activities of the divisional programs. Includes monitoring compliance of both employees and operations:

    • Performs safety surveys and inspections, prepares written reports of findings and recommendations for corrective or preventive measures where indicated and follows up to ensure measures have been implemented.

    • Identifies hazards and observe possible unsafe conditions; discover opportunities for improving conditions.

    • Assists in the development of risk assessments and hazard identification to reduce accidents, injuries, property damages and liabilities.

    • Pandemic or emergency tracking – ie. COVID-19.

  8. Work with agency, departments and employees to promote and educate health and safety awareness, accident prevention, and ensure safety training needs are met.
    • Promotes the Agency Safety Plan.

    • Prepares and leads emergency drills to gauge agency readiness.

    • Promotes ownership of departmental contributions to safety.

    • Support and/or conduct training, presentations, safety programs and safety activities.

  9. Monitor and oversee the activities of subrecipients to ensure that the subaward of Federal funding is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the subaward; and that subaward performance goals are achieved.

  10. Chair the Labor-Management Safety Committee

    • Identify and recommend risk-based mitigations or strategies

    • Identify mitigations that may be ineffective, inappropriate, or were not implemented as intended;

    • Identify safety deficiencies for purposes of continued improvement; and,

    • Review and approve, followed by the Board of Directors, the Agency Safety Plan and any updates to the plan on an annual basis.

  11. Shares information, suggestions and observations to create safety awareness.

  12. Assists in the development, evaluation and upgrading of safety programs.

  13. Promotes ownership of departmental contributions to safety.

  14. Investigate accidents or incidents to discover causes.

  15. Supports the response to accidents, injuries and equipment failures reports.

  16. Contributes to vetting appropriate vendors for risk and safety.

  17. Participates in claim reviews to develop prevention processes and action plans.

  18. Other duties as assigned.

SUPERVISORY RESPONSIBILITIES
Work may require supervising and monitoring performance for a regular group of employees (1 or more full-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.

FISCAL RESPONSIBILITY
Position has major fiscal responsibility. Is responsible for department-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary.

MINIMUM QUALIFICATIONS

Required Education and Experience
  • Associates degree from an accredited college or university in Industrial Management, Occupational Health and Safety, Risk Management, Safety Management or a related field.

    OR In absence of a degree 30 HR OSHA General Industry Safety and Health Card and 30 HR OSHA Construction Safety and Health Cards preferred.

  • Three (3) to five (5) years of increasing responsibility in related work experience, such as safety or risk management, or related experience dealing with risk and safety in the workplace.

  • An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.

Preferred experience or knowledge:
  • Bachelor’s Degree

  • Transit operations

  • OSHA, MSHA, DOT and/or EPA regulatory requirements

Required Licenses or Certifications
This position will be required to have the following certifications - the applicant must either have or be able to obtain and maintain the following certifications within the role:
  • CPR, First Aid, and AED Certification

  • Public Transportation Certification Training Program (PTSCTP) Certificate in Bus, within 3 years of assignment

  • Transit Safety and Security Program (TSSP) Certificate in Bus, within 3 years of assignment

  • Incident Command Systems (ICS) Certifications in Introduction to Incident Command Systems (ICS-100), Basic Incident Command Systems for Initial Response (ICS-200), and Introduction to National Incident Management Systems (ICS-700).

  • Hazardous Waste Management Certifications [accordance 40 CFR 265.16, 262.16(b)(9)(iii), and 262.17(a)(7)]

POSITION TYPE AND EXPECTED HOURS OF WORK
  • May work in a normal office environment and/or remote office as approved. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.

  • Monday through Friday 8am until 5pm

  • Occasional abnormal or on-call hours are expected and required for specific events, emergencies, and to reach all employees

TRAVEL
  • Travel within the metropolitan area may be required.

  • Occasional travel outside of the region may be required.

WORKING CONDITIONS & PHYSICAL DEMANDS
  • This position is relative free from unpleasant environmental conditions or hazards and requires medium physical effort. Incumbents may be required to exert up to up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.
