CATA is looking to fill a top-level, management position that will exercise strategic visionary thinking with long term organizational impact while contributing to the well-being of the community. The preferred candidate will have seven (7) years of experience in public transportation, at least five (5) of which were in a management or supervisory capacity. Bachelor’s degree from an accredited college or university with major course work in urban planning or studies, transportation, or a related field or a combination of education and relevant experience may be substituted for a degree. A master’s degree in any of these areas is a plus.

The position is responsible for providing leadership and direction to facilitate the planning, implementation, and analysis of public transportation service delivery, which may include, but is not limited to, fixed route, demand response, and other innovative mobility services, as well as the marketing and community engagement functions for the Authority. The Director is responsible for business development for CATA’s existing contracts and for growth of the program including additional customers. The Director ensures compliance with applicable federal, state, and local rules and regulations as they relate to service planning and delivery, and community engagement including Title VI, the Americans with Disabilities Act (ADA), etc.

This division leads public input activities, is responsible for developing long-range strategic direction for the agency in the areas listed above and maintains service-related National Transit Database (NTD) reporting. Utilizes comprehensive data to monitor transit service levels to identify where, when, and how operating efficiencies and service improvements can be attained and analyzes ridership and operations data to support the Authority’s decision-making processes. Determines methods through marketing, customer service, and business development to increase access to and ridership of CATA’s various services. Uses and recommends technology to increase usage and data collection such as AVL-based software, automatic passenger counters, onboard information systems, fare collection systems, public engagement software, and the like.

Some pertinent responsibilities of the position are:
  • Develops, maintains, and coordinates various related software for use by the department including CAD/AVL systems, planning, scheduling, and the agency’s customer facing apps and software, including the agency’s website and social media.

  • Works with CATA management and the board of directors to set strategic direction and priorities and then evaluates and administers the Authority’s multimodal service planning, community engagement, business development, and community planning.

  • Represents the Authority and/or the Executive Director/CEO as designated in meetings and before community and business groups to further the Authority’s interests. In coordination with the Executive Director/CEO, maintains communication with government and public service agencies to coordinate regional issues and represent the Authority.

  • Monitors community land developments and advocates on behalf of the Authority. Represents the Authority's interests on area planning committees, commissions, and boards.

  • Leads service-related activities concerning NTD reporting, triennial reviews, and PennDOT reviews and works closely with the Data Analyst on Title VI reviews of service-related changes and performance metrics and with the ADA and On Demand Operations Manager on ADA-related issues.

  • Coordinates the preparation and production of public schedule information.

  • Monitors ongoing service needs in the community; evaluates existing service and coordinates and implements needed adjustments or changes while considering shifting demographics and development patterns.

  • Negotiates business development agreements in collaboration with the Executive Director/CEO and the Director of Finance.

  • Oversees the development of marketing plans.

Starting salary (dependent upon experience and qualifications): $95,736 - $108,432
