KL2 Connects LLC has been retained by Hillsborough Area Regional Transit Authority (HART) to recruit its next Chief Financial Officer. The successful candidate will guide the financial health of a large, county-wide transit agency in the Gulf Coast city of Tampa, Florida.

About HART
Created on October 3, 1979, the Hillsborough Transit Authority (HART) is the regional mobility provider in Hillsborough County, serving a population of more than 1.4 million residents in the cities of Tampa, Temple Terrace, and parts of unincorporated Hillsborough County, the fourth most populated county in Florida. Its total service area covers 1,000 square miles. HART operates fixed-route local and express bus service, door-to-door paratransit service, flex-route service, and manages the TECO Line Streetcar System. HART employs more than 800 people and is overseen by a 15-member Board of Directors, comprised of representatives from Hillsborough County, the Cities of Tampa and Temple Terrace, and the Governor of Florida. The agency’s leading-edge, rapid-transit technology includes an innovative express service, plus streetcar and vanpooling options. Its diesel-powered bus fleet is being converted to compressed natural gas (CNG), and smartphone tracking and pay cards are available to the ridership.

Job Summary
The CFO develops, manages, supports and guides the fiscal sustainability and strategy efforts of the organization, working collaboratively across all departments to ensure that organizational priorities are funded and that resources are being spent according to plan. He or she has an opportunity to build the capacity of the Finance team to effectively manage the finances to deliver initiatives and projects that will have lasting impact on the region’s mobility and economic impact. As an experienced leader and forward-thinker, the CFO possesses the ability to integrate the finance function effectively into HART’s operations, maintaining the strong financial infrastructure required to support significant growth. The CFO reports directly to the CEO, acting as a key partner to the CEO and the executive team in the development and execution of HART’s strategic and financial plans.

In addition to other responsibilities as delineated on HART’s job description, the CFO provides timely financial strategy advice based on changes in the financial environment in sufficient time to implement effective tactics and strategies to ensure sound fiscal management; plans, develops, and oversees the implementation of long, and short-range strategies and programs in support of the systems goals, objectives, and strategic plans; has exposure to, and knowledge of, bond/capital markets; evaluates financing mechanisms to ensure the financial needs/goals of the organization are achieved; establishes and maintains appropriate internal control safeguards; has direct oversight over finance, accounting, budget, grants, procurement, and treasury, with primary responsibility for all financial activities and is tasked with building the core financial practices to meet the needs of HART’s operations; has responsibility over financial performance through the creation of key performance metrics that provide a forward-looking view into trends requiring management decisions and actions and develop a long-range (20 year) financial plan; ensures timeliness, accuracy, and usefulness of financial and management reporting for federal, state and local funders, grants and contracts; and clearly and articulately conveys financial performance, budgets, and other key financial information through reports and presentations to the CEO, executive team, Board, and other key stakeholders as necessary.

Qualifications
This position requires a Bachelor's degree in Finance, Accounting, or a related field (advanced degree is preferred); at least ten (10) years of finance experience (ideally in a leadership role within a government, nonprofit, or similarly structured entity, and covering areas such as accounting, budget, grants administration, procurement, and treasury); and a minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff.
