OmniTrans, provider of public mass transit for the San Bernardino Valley in Southern California is seeking a highly skilled professional to join our award-winning team. The ideal Candidate hired will be under general administrative direction manages the Agency’s safety, security, and regulatory compliance programs. Serves as the Agency’s liaison and point of contact for external safety and law enforcement agencies. Oversees the performance of inspections of construction sites to ensure compliance with safety rules and regulations.

Examples of Duties

  • Directs and coordinates Agency programs related to safety, security, and environmental compliance, emergency planning/response, and disaster preparedness programs. Ensures all Agency facilities and transit system operations are in compliance with federal, state, and local safety and security requirements.
  • Oversees the performance of inspections of construction sites to ensure compliance with safety rules and regulations and the Project Safety and Security Plan.
  • Monitors the audits of consultant and contractor safety performance relating to accident statistics and compliance.
  • Ensures that all documentation and record keeping relating to any all programs are accurate. Ensures that all safety files and records are properly maintained and that all required reports are submitted on a timely basis.
  • Assumes lead responsibility in formulating general safety and security policies and procedures to be followed by Agency personnel in compliance with local, state, and federal rules and regulations. Communicates with federal, state, and local regulatory agencies.
  • Supports, assists, and meets with Directors and/or staff to effectively implement safety/environmental compliance programs within applicable regulations and local requirements.
  • Researches new regulatory compliance issues for applicability.
  • Ensures that inspections/audits of the work environment, activities, and processes to detect existing or potential accident, fire, health, chemical, biological, and physical hazards are routinely conducted in accordance with existing policies and procedures or as warranted. Based on the findings of inspections/audits recommends corrective or preventative measures where indicated.
  • Develops recommendations for hazards and follows-up on the status of corrective actions.
  • Conducts safety engineering reviews of new equipment, processes and chemicals. Keeps managers and employees alerted to the hazards of working with toxic fumes, dangerous chemicals, and any other hazardous substances.
  • Conducts detailed evaluations of unsafe conditions and incidents.
  • Participates in the investigation of accidents and injuries and cooperates in the preparation of material and evidence for Agency use.
  • Devises, supervisors, and coordinates training programs which will increase proficiency in safe practices and promote safety consciousness for employees and supervisors.
  • Handles inquiries, problems, or complaints from employees, management or the public.
  • Functions as the Emergency Management Liaison Officer to the County Office of Emergency Services.
  • Measures on a scale the safety performance including rules and regulations compliance and corrective action. Performs administrative duties as assigned during emergency operations under the guidelines of the California Standardized Emergency Management system, and in compliance with the Federal Transit Administration and Department of Homeland Security Transit System Security and Emergency Preparedness Program guidelines.
  • Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES
Directly supervises safety, security and regulatory compliance professional staff. Responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the Agency's policies and procedures, and applicable laws. Responsibilities include but is not limited to training, planning, directing work assignments, hiring, evaluating performance, addressing performance issues and problem solving.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.) in Business or Engineering from a four-year college or university; and five years of related experience and/or training; or an equivalent combination of education and experience. Advanced degree and Safety Professional experience are highly desirable. Experience working with various local, State, and Federal entities is desired. Must be familiar with current business operating systems, software, and programs.
