Intercity Transit is currently seeking an Associate Planner to join our Planning Division. The Associate Planner is responsible for leading and supporting planning and service development activities, including a variety of professional and technical support and implementation activities. Work includes leading and supporting, as assigned, the preparation of plans, reports and coordination of service development projects and tasks related to service implementation. Additional responsibilities include analyzing and reporting agency related service data including ridership, service demographics and system performance; developing and facilitating public processes, surveys, and similar transportation and land use planning tasks; and, implementing service development programs such as bus stop enhancements, passenger information systems, and new services.

As an Associate Planner, you will:
  • Participate and support system-wide route analysis, identify performance metrics and opportunities for system performance improvement, report and make recommendations to Department and Division leaders. Assist in the development and maintenance of comprehensive transit plans, programs, and related studies.
  • Use various software applications, including Geographic Information Systems (GIS), and database tools to analyze ridership, community demographics, employment, development, system performance and other data to prepare reports, service evaluations, technical documentation and planning guidelines that support Intercity Transit services.
  • Assist with the periodic service change process, including the development and review of schedules, onboard systems, destination sign files and other exports supporting operation of services.
  • Maintain accurate records of passenger activities for multiple services and facilities including efforts to improve these reporting processes.
  • Coordinate with internal stakeholders and partner agencies in the provision of new and improved accessible passenger facilities, customer information, and services.
  • Attend internal and external work groups regarding service and facilities; conducts field evaluations and assessments as necessary; prepares and issues comments to rulemaking, permitting and planning activities at local, state, and federal levels.
  • Prepare, manage, and track agreements for the maintenance of transit service, facilities, and improvements within public rights of way; ensures bus stop standards are maintained and are disseminated to developers and jurisdictions for the proactive inclusion of infrastructure necessary for public transportation services.
  • Assist in design, implementation and evaluation of passenger/rider and similar public surveys and participates in public processes and workshops with local officials, agencies, jurisdictions, groups, and the public to advance Intercity Transit’s projects and programs.

Are you the one we are looking for?
  • A Bachelor’s degree from an accredited college or university in transportation, urban planning, geography, business or public administration, engineering, or a related field and two years’ experience in planning, mapping, grants preparation, and administration or data collection and analysis. (a relevant master’s degree or graduate level course work may be considered for the required work experience)
  • Principles of public transit scheduling and route design,
  • Urban and regional transportation and land use planning and local development practices,
  • Applicable Federal, State, and local laws, rules and regulations on development and accessibility,
  • Modern computer and internet applications including Excel, GIS, mapping, and databases,
  • Comfortable with basic mathematical concepts necessary for compiling and analyzing data,
  • Presentation, communication, writing, and public speaking skills,
  • Strong communication and interpersonal skills as applied to interactions with the public, coworkers, and professional contacts, sufficient to exchange or convey complex concepts and information, represent the agency as assigned and to receive work direction for assignments.
  • Identify, analyze, and interpret complex datasets, geospatial data, procedures, and governmental standards.
  • Familiarity with modern computer applications including spreadsheets, relational databases, web-based tools and Microsoft Office for the processing, development, and presentation of work.
