The South Florida Regional Transportation Authority (“SFRTA”) is seeking to fill the position of Director of Finance.  The Director of Finance is responsible for the leadership, direction and the effective management of SFRTA's Finance Department including the Federal Transit Administration’s Transit Asset Management program, finance and accounting infrastructure, budgeting, short- and long-term financial planning, and projections/analysis of the combined entities.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Directs the work of a staff of managerial, professional, paraprofessional and clerical employees engaged in audits, budgets, capital asset records, grants, management of fare revenue, operating and capital accounting activities in compliance with local, state and federal rules and regulations, payroll, project accounting, purchasing, receipt and distribution of funds, and utility accounts. 
  • Coordinates preparation and drafting of the fiscal year operating and capital budgets, and the Annual Comprehensive Financial Report (ACFR) for submission to the Agency's Executive Management Team. 
  • Provides policy direction to assigned major functional areas, directing the establishment of goals, major priorities, and advising in the development of strategies and resolution of major problems. 
  • Makes appraisals of the Authority's financial position and delivers clear and concise financial and budgetary reports to the Authority's Executive Management Team, the Governing Board, elected officials and the public at meetings, conferences, and public events on schedule and as otherwise directed. 
  • Ensures Agency compliance with all applicable financial regulations according to Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). 
  • Oversees the investment of all funds to ensure funds availability, compliance with investment policies, security of assets, a satisfactory return on investment, and the overall integrity of the system. 
  • Manages all activities related to the SFRTA’s Federal Transit Administration’s mandated Transit Asset Management program. 
  • Supervise a professional staff with varying levels of responsibility; conduct performance evaluations; ensure employees follow SFRTA and departmental policies and procedures; make hiring, termination, and disciplinary recommendations in conjunction with Human Resources. 

 

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

  • generally accepted accounting principles, including the requirements of governmental financial reporting, federal and state grant administrations; theories, principles and practices of public finance, accounting, auditing, investing, procurement and risk management; government procurement, risk control practices and funding sources; capital and operating budgets; and the administrative principles and methods, including goal setting, program and budget development and implementation; 
  • federal and state laws, regulations, and procedures governing the receipt and expenditure of public funds; 
  • budgeting practices and implementation of budgetary policies, financial reporting, GAAP, and short- and long-term financial forecasting.

 

Skills in:

  • planning, organizing, administering, coordinating, reviewing, evaluating and participating in a comprehensive public Agency financial management program.

 

Ability to:

  • analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

 

MINIMUM REQUIREMENTS

Education

  • Bachelor's degree from an accredited four-year college or university with major course work in Finance, Accounting, Business Administration, economics, business, public administration or a related field. 

 

Experience

  • Eight (8) years of verifiable progressively responsible operational experience in the government finance, budgeting and accounting field, which should include five (5) years of verifiable staff supervisory, budgetary and management responsibilities. 

 

Any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions may be substituted. Relevant experience should relate to government finance, budgeting, accounting or related field.

 

PREFERRED REQUIREMENT

  • Master's Degree (MBA or MPA).
  • State of Florida Certified Public Accountant (CPA).
  • Transit Agency finance and accounting experience.
  • Certified Government Finance Officer Certification (CGFO).

 

COMPUTER EXPERIENCE & SOFTWARE KNOWLEDGE

This position requires the ability to work with a personal computer in a Windows environment.  Must be proficient in Word, Excel, Outlook and PowerPoint.

 

ESSENTIAL ROLE

This position will serve an essential role in the Agency’s disaster preparation and/or disaster recovery efforts, as may be designated by the Director of Safety and Security and Executive Director.  During occasions of local emergencies, this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members.

It is the policy of the South Florida Regional Transportation Authority that all new employees and all present employees transferred or promoted to a new job should be evaluated for an initial Introductory Period.  The Introductory Period is a minimum of six (6) months.  After satisfactory completion of the Introductory Period, employees are evaluated as provided for in the Performance Appraisal Policy and become regular status employees. 

 

Employees in a position that requires certification after the hire date must fulfill that requirement within the allowed timeframe.  Employees unable to meet certification requirements may be terminated.
