This position works as a liaison on the Information Governance & Management team to coordinate and oversee technical projects and support the General Counsel Department’s eDiscovery, litigation holds, and technology platform requirements by working closely with the Legal Services, Risk Management, and Information Governance & Management Divisions and partnering with Information Technology and other diverse business units agency-wide.

DUTIES & RESPONSIBILITIES:

ESSENTIAL:
  • Manages technical efforts to collect and preserve data and records in the implementation of litigation holds and processes data for purposes of claims, litigation, and third-party requests.
  • Provides project management and serves as the primary contact for eDiscovery processes, including coordinating with the Legal Services Division and managing the collection and processing of unstructured data, database setup, and vendor coordination as appropriate.
  • Works with Legal Services to implement best practices related to litigation practice technology, document management, and matter lifecycle.
  • Provides eDiscovery platform trainings for internal departments and serves as a resource for best practices for collecting and preserving data and records for litigation holds.
  • Implements and maintains the organizations records retention schedule under the direction and guidance of the Senior Manager, Information Governance & Management.
  • Actively analyzes information and records collection needs; recommends information governance and records management solutions that are consistent with industry best practices and that comply with agency policy and procedure.
  • Provides technical project support to departmental users and provides problem solving support in the administration of department data and systems.
  • Performs technical needs assessment and recommends options and solutions; conducts business process analysis; designs workflows and assists with developing database reporting options; and drafts standardized operational procedures.

QUALIFICATIONS:
  • Bachelor’s Degree in Computer Science, Information Technology, or related field.
  • A minimum of four years of professional or technical data management experience utilizing Office 365 applications, including SharePoint site collection and site level configuration settings. Experience must include a combination of the following functions: maintaining data integrity, data security, demonstrated knowledge of relational databases principles and practices, and/or managing data system upgrades or enhancements.
  • A minimum of five years of experience conducting business process analysis; eDiscovery and litigation support; project management experience in a technology centered organization; or other related experience

KNOWLEDGE, SKILLS & ABILITIES
  • Ongoing advanced technical education and specialized course work or certification in information governance, records management, or information technology.
  • Experience using litigation support specific applications and other software and hardware tools used for the proper execution of eDiscovery functions, including Advanced eDiscovery in Office 365.
  • Proficiency in data preservation and collection, data processing, unstructured data handling, desktop and network systems, relational discovery databases, and the litigation process Electronic Discovery Reference Model workflow.
  • Proficiency in Records Management and Information Governance and the proper use of information management tools.
  • Familiarity with and current compliance requirements for Personally Identifiable Information, Payment Card Industry data, Protected Health Information, Sensitive Security Information, or Protected Critical Infrastructure Information.
  • Technical aptitude in a variety of information systems, internet applications, and software specific to enterprise systems including Microsoft Office 365, Microsoft Groups, Teams, Planner, and other Office 365 applications, relational databases, data storage formats, familiar with ‘Classic’ and “Modern” SharePoint information architecture, cloud file storage, and other systems used for business functions.
  • Strong research, analytical, and technical writing skills, including the ability to conduct and interpret trend analysis data.
  • Ability to communicate effectively, orally and in writing.
  • Customer service skills.
  • Ability to use sound judgment and maintain the strictest of confidentiality.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
  • Proficiency in Microsoft Office
