DESCRIPTION:
The Department of Rail & Public Transportation is seeking a qualified candidate to fill the position of Chief of Public Transportation. The candidate of choice will provide executive leadership and management in the development, execution and evaluation of all DRPT public transportation and congestion management initiatives including planning studies, program management, grants administration and project development/delivery. The selected candidate will serve as a member of the executive leadership team responsible for advancing the agency’s mission and achieving agency goals. This position is responsible for managing a 6-year, $7 billion portfolio of public transportation and congestion management programs and projects in support of DRPT’s mission and in compliance with all Federal and state requirements.

The Department of Rail and Public Transportation offers a generous total compensation package. Also, well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.

MINIMUM QUALIFICATIONS:
  • Significant knowledge of public transportation and congestion management programs with significant experience leading, managing or overseeing transportation programs, projects, and studies.
  • Significant knowledge of transit operations, capital programming for facilities and vehicles, asset management, and service development planning, including industry best practices and regulatory requirements.
  • Significant knowledge of the transportation planning and programming processes including the TIP, STIP and SYIP including knowledge of Federal, state and local transportation policies and programs.
  • Knowledge of grant making functions and grants management including post award oversight.
  • Knowledge of the National Environmental Policy Act (NEPA) process and how transportation projects are advanced through that process.
  • Knowledge of financial management practices and the ability to develop and manage budgets.
  • Knowledge of administrative and business processes, programmatic and operational controls; and the ability to develop and implement organizational processes for effectively managing a work force and maximizing the use of available resources.
  • Thorough understanding of FTA programs, policies, circulars and regulations.
  • Strong leadership and executive management skills with experience supervising senior management, developing talent and providing strategic leadership.
  • Proficiency using MS Word, Excel, PowerPoint, Outlook, and Internet Explorer.
  • Ability to communicate effectively, orally, and in writing with senior elected officials, stakeholders, and the general public; make presentations to external stakeholders and industry groups, build stakeholder relationships and conduct high-level negotiations.
  • Ability to promote the organization, build effective work teams and effectively manage conflict.
  • Ability to use independent judgment in the interpretation and analysis of rules, regulations, policies and procedures, direct staff and ability to accomplish short and long range goals.
  • Ability to monitor and understand the environment, including economic, political, social, business, and demographic change and assess the potential impacts or benefits of new and emerging issues.
  • Ability to make quality, timely decisions, sometimes with incomplete information, based upon experience and sound judgment.
  • Proven track record of building accountability and working collaboratively with a wide range of stakeholders, including consultants, peers and subordinates to achieve desired outcomes.

PREFERRED QUALIFICATIONS:
  • Master’s degree in public administration, transportation planning, transportation management or related field or a combination of equivalent experience, education, and/or training, plus considerable progressively responsible management experience in public transportation or closely related field, including significant experience serving in a senior management position.
  • Considerable experience managing complex transportation programs, communicating with elected officials, senior government officials, business representatives and the public.
  • Considerable experience working at a public transportation agency with significant responsibilities in the areas of programming, budgeting, service planning, project development or operations.
