KL2 Connects LLC has been retained by the Los Angeles County Metropolitan Transportation Authority to recruit its next Chief Innovation Officer. Metro serves as transportation planner, coordinator, designer, builder, and operator for the country’s largest, most populous county. More than 10 million people live, work and play within Metro’s 1,433-square-mile service area.

Among other responsibilities as defined in the agency’s Job Description, the Chief Innovation Officer will lead the agency’s strategic direction; serve as a bridge between the public and private sectors on innovation and pilot programs; lead the department in identifying organizational objectives for innovation; facilitate interactions with innovators; implement challenging new initiatives; recommend strategic directions to the CEO; establish priorities for the Office of Strategic Innovation; complete a planning process that will set the strategic direction of the agency; work with the CEO and the planning, finance, and construction and engineering departments to develop a performance-based investment strategy; direct the activities and employees of the Office of Strategic Innovation; lead staff in interdepartmental and interagency collaborations; initiate unique ideas to improve mobility and accessibility; partner with the academic community, transportation professionals, and the private sector to research leading-edge ideas that address current and anticipated transportation challenges; collaborate with governmental agencies, the private sector, and policy makers to create results-based partnerships; direct a multi-agency project team in evaluating proposals for innovative projects; and contribute to ensuring that EEO policies are carried out.

This position’s pay grade is HDD ($222,664.00 - $278,844.80 - $335,025.60). This position requires knowledge of program management, procurement, and public policy; transportation planning; local, state, and federal regulations and political structures; administrative principles and methods; capital and operating budgets; social, political, and environmental issues influencing transportation programs; and public administration and modern management theory. It requires skill in planning and organizing an innovative organizational unit; developing and implementing objectives, policies, procedures, standards, and controls; determining strategies to achieve goals; analyzing situations, identifying problems, implementing solutions, and evaluating outcomes; exercising sound judgment and creativity in making decisions; and critical thinking for problem definition and resolution. This position requires a Bachelor's (Master's preferred) in Business, Public Administration, Public Policy, Urban Planning, Transportation Planning, or a related field plus a minimum of five years of relevant executive management-level experience performing transportation planning, policy, program management, and/or project development or management (including experience working and interacting with Boards and the public). A combination of education and/or experience may be considered.
