OCP is currently seeking to hire business advisory minded professionals to serve as Supervisory Contract Specialists to support the Education Cluster in a collaborative, fast paced environment, that manages and oversees professionals in cradle-to-grave procurement actions for a wide range of commodities and services. More interestingly, incumbent in this position will have prominent exposure to the political climate while interfacing with the stakeholders of DC Government such as the Office of the Mayor, City Administrator and the Wilson Building. This position will work onsite with the client supporting the Department of Employment Services (DOES). For this position, it would be helpful if the incumbent has experience managing a team of contract & procurement professionals, possess specific knowledge of DOES enterprise services, systems as well as customer base. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

Duties and Responsibilities
The Supervisory Contract Specialist will manage and supervise the operations of the office. The incumbent directs the development, coordination, facilitation, management and planning of the annual acquisition of goods and services through contracts, and procurement. In addition, the incumbent advises the Director of OCP and the Chief Contracting Officer (CCO), with respect to all contract and procurement issues and the nature of corrective actions; including assisting the CCO with the development, preparation and administration of the annual budget for the office. Specifically, the incumbent of this position will perform the following:
  • Plans acquisitions and determines acquisition strategies. Conducts analyses of requirements. Coordinates and advises senior level program office personnel on the submission of procurement documents such as specifications and statements of work, in-house cost estimates, Government versus contractor performance analyses, Justifications for Other than Full and Open Competition (JOFOC), Information Technology (IT) requirements analyses and acquisition plans, source lists and offers evaluation plans. Coordinates and participates in the rewriting of statements of work and specifications.

  • Develops individual procurement strategies and prepares solicitations. Determines methods of acquisition, contract types and creates the Request for Proposal/Quotations or invitation for bids. Prepares, obtains reviews and approvals for, and issues procurement plans, wage determination requests, IT agency procurement requests, and all other pre-solicitation and solicitation documents. Issues and publicizes solicitations. Conducts industry briefings, site visits and pre-proposal conferences; responds to inquiries relating to acquisitions; and controls the distribution of solicitations to eligible offerors.

Qualifications and Education
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years’ experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Licenses and Certifications
Supervisory Contract Specialists in this grade will be required to achieve The Office of Contracting and Procurement's Tier I District Procurement Certification (OCP-DPC I), Tier II District Procurement Certification (OCP-DPC II), Tier III District Procurement Certification (OCP-DPC III) within one (1) year of hire. The Chief Procurement Officer has the authority to waive this requirement.

Working Conditions/Environment
The work is sedentary, but there is some walking required.
