Emergency Management Coordinator

SUPERVISOR RESPONSIBILITIES
  • Supervises and manages a team and/or management processes including the full range of management duties

  • Recruits, interviews, hires, and appraises employees (performance evaluations) on their productivity

  • Delegates and oversees the daily workflow of the department

  • Motivates, guides, mentors, employees on their development

  • Recommends to senior management internal promotions and changes including discipline and terminations of employees in accordance with company policy

JOB SUMMARY
Manages and directs complex development, implementation, monitoring, evaluation, and enhancement of the agency's Emergency Preparedness and Emergency Management programs.

ESSENTIAL FUNCTIONS

  • The position develops and implements RTA plans, policies, and procedures to meet safety and emergency preparedness requirements of the Louisiana Department of Transportation and Development (LADOTD), the Federal Emergency Management Agency (FEMA) and the Federal Transit Administration (FTA).

  • The position is instrumental in formalizing and implementing an organization-wide, “all hazards” approach for managing emergency preparedness and response activities, and updating RTA plans and policies in coordination with internal and external stakeholders.

  • Responsible for conducting independent and confidential investigations and audits of a complex nature, and making appropriate recommendations which may include changes to policies and procedures and may result in discipline and/or training of RTA employees or operations and maintenance contractor personnel.

  • The position develops and implements RTA’s triennial, internal safety and security audit process as required by FTA and LADOTD.

  • The position coordinates with the Deputy CEO Planning and Infrastructure to incorporate emergency management into RTA’s Safety and Security Certification program and ensures emergency planning is adequately addressed in capital projects.

  • The position supports the Chief - Safety Officer and Emergency Management with the development and maintenance of RTA’s emergency preparedness and management programs. In close coordination with all RTA departments, the position is directly responsible for updating the Security and Emergency Preparedness Plan (SEPP), Hurricane Emergency Preparedness Plan, Continuity of Operations Plan (COOP), relevant sections of the Agency Safety Plan (ASP), and all related emergency management policies and procedures.

  • The position supports the Chief – Safety and Emergency Management with developing, maintaining, assessing, and implementing all aspects of the agency’s Safety Management System as required in the ASP and consistent with LADOTD and FTA regulations and guidance.

  • The position is directly responsible for developing and implementing emergency drills, exercises (tabletop and full-scale), scenarios, training, and other activities in accordance with RTA’s ASP, SEPP and related plans. Coordinates with the Security Department and other stakeholders on such preparedness activities that are related to physical security or law enforcement.

  • The position is directly responsible for the implementation of the agency’s scalable Incident Command System (ICS) before, during, and after all declared emergencies consistent with the National Incident Management System (NIMS) framework and pursuant to local, state, and federal requirements for inter-agency disaster response.

  • Assesses the emergency management capabilities of RTA, coordinates disaster response capabilities with the New Orleans Police Department (NOPD), New Orleans Office of Homeland Security & Emergency Preparedness (NOHSEP), and other emergency response partners, and makes recommendations for strategies and actions that will improve capabilities.

  • Assists agency officials, department directors and administration in maintaining a COOP that ensures government agency functions can be re-established and sustained if impacted by an emergency or disaster incident.

  • In coordination with other departments, develops and issues recommendations or corrective actions and monitors activities to ensure adequate preparedness of RTA assets.

  • Leads, facilitates, and in coordination with other departments develops and implements recommendations or corrective actions from After-Action Reviews (AARs) and/or “hot washes”.

  • Remains current with relevant technological advancements as they relate to the field.

  • Leads contractors and monitors compliance with contracts and specifications.

  • Delegates, coaches, trains, and oversees the work of assigned staff.

OTHER FUNCTIONS
  • Performs other job related duties which are in keeping with the goals and objectives of RTA.

  • Develops, communicates, and trains RTA personnel on safety, security, and emergency management policies and procedures.

  • The position is incorporated into RTA’s emergency response on-call rotation for the department, at the discretion of the Chief – Safety and Emergency Management, responds to RTA safety and security events, emergencies, and Safety Hotline calls and is responsible for routing issues to RTA personnel in a timely manner.

  • Position is designated representative at various city and regional meetings related to safety, security, and emergency preparedness/response and may be directed to meet with city officials or other stakeholders.

  • Position serves as RTA liaison in the City of New Orleans Emergency Operations Center (EOC) when activated

KNOWLEDGE, SKILLS & ABILITIES
  • Working knowledge of safety, security, and emergency management programs and related requirements is required; transit system-specific experience is desired

  • Familiarity with federal, state, and local safety regulations and laws related to safety, security, and emergency management

  • Knowledge of principles and practices of emergency management, including EOC operations, NIMS/ICS, first responder procedures, stakeholder engagement, and continuity of operations

  • Principles of Safety Management Systems (SMS)

  • Homeland Security Exercise and Evaluation Program (HSEEP)

  • Public and employee safety training and education

  • Strategic planning processes

  • Must possess excellent oral and written communication skills.

  • Read, write, speak, and understand English

EDUCATION
Completion of U.S. Department of Transportation (DOT) Transportation Safety Institute Transit Safety and Security Program (TSSP) in rail or bus safety, or the ability to complete courses within two years is required.

Completion of FTA’s Public Transportation Safety and Certification Training Program (PTSCTP) or the ability to complete requirements within three years is required.

Bachelor’s degree in emergency management, safety, transportation, management, business administration, engineering, planning, or a related field preferred.

EXPERIENCE
Technical training and four (4) to seven (7) years of demonstrated experience in a related discipline required. Experience must include strong background in emergency management and/or system safety.

LICENSING REQUIREMENTS/DEMANDS
A valid Louisiana Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Must provide proof of being fully vaccinated with the COVID-19 vaccine before start date.

Must submit to criminal background check, the results of which must meet hiring criteria for the role.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times.
