Manager of Operations Program Planning

EDUCATION and/or EXPERIENCE

Bachelor's degree in Urban Planning, Engineering, Public Administration or a closely related field and eight years of progressively responsible experience in in transit planning or operations project management. A Master’s degree is preferred. Must have experience with project scheduling tools and understand project work planning. Must have ability to present information and respond to questions from the Executive Management Team, Board of Directors and project stakeholders. Knowledge of the Atlanta Metro area transit structure and ridership trends is highly preferred. Knowledge of transit planning including scheduling and service design and demographic and socioeconomic analysis. Experience in the following: analyzing and evaluating data and preparing comprehensive, clear, and concise written reports with recommendations; making effective presentations to a variety of audiences; exercising sound independent judgment; establishing and maintaining effective working relationships with representatives of public and private entities and members of the public using principles of good customer service; and working in a highly collaborative environment. In lieu of degree, related experience is required on a year-for-year basis. Must be able to synthesize complex information into concise and clear narratives in writing, oral presentations and graphical displays.

POSITION SUMMARY

Provides expertise for the Office of Operations Planning and Controls supporting the Division of Operations role in the development of MARTA’s 2040 Project planning, design and delivery plans. Supports coordination of clear and concise Operations liaison direction with the Departments of Planning, Capital Programs & Delivery, External Affairs, Procurement, DSQA, Infrastructure and Finance. Provides direct project management support to the Deputy Chiefs of Bus and Rail which includes leading operational initiatives in a variety of areas; service delivery, process management, technology, workforce allocation, procedure development by example. Supports the establishment and execution of Authority-wide Operational Programmatic Plans in support of fleet management, facilities planning and resource development.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Conducts transit expansion development planning, system performance analyses, and operational assessments. 2. Supports transit project feasibility studies, and market research for transit projects. 3. Performs field review, field data collection, site and infrastructure assessments. 4. Performs and lead operations analysis and simulations tasks on a variety of bus, rail, light rail and paratransit projects. 5. Serves as Operations Planning resource on MARTA 2040 Projects which may include assisting in the analysis and management of various long-range planning studies, such as Alternatives Analyses and Environmental Impact Statements and coordination with other MARTA departments and external contacts. 6. Oversees the development of complex and comprehensive programmatic plans that touch areas such as vehicles, resource allocation and operational facilities. 7. Conducts studies and research with minimal supervision, gathers pertinent trends by researching techniques, methods, and procedures in order to make a thorough analysis from sources internal and external to the organization. 8. Prepares and presents technical material and reports to MARTA staff, executive management and the Board of Directors. Works cooperatively with internal and external stakeholders. 9. Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Supervises an Analysis & Procedures Officer and an Operations Planner.
