Summary
Under the direction of the Superintendent of Transportation, the Transit Planning Manager is responsible for planning, organizing and managing staff engaged in performing difficult to complex professional transit planning studies and analyses applicable to the delivery of public transit services in the Coachella Valley. The incumbent performs the more complex studies and analyses and leads and/or participates in development of Short- and Long-Range Transit Plans and other transit planning documents requiring a thorough knowledge of applicable law, regulations and policy and the principles of transportation planning. Work requires competence in developing highly effective working relationships both internally and with the Agency’s other governmental and community stakeholders. The Transit Planning Manager also represents the Agency on planning committees and in public forums on service planning issues to ensure the Agency’s responsiveness to changing public transportation needs in the communities served.

Duties & Responsibilities

  1. Establish operational plans and initiatives to meet department goals and objectives; implements departmental plans, work programs, processes, procedures and policies required to achieve overall department performance results; participates in developing and monitoring performance against the annual depart­mental budget.

  2. Plans, organizes, controls, manages and evaluates the work of assigned professional and technical planning staff; directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; recommends compensation and other rewards to recog­nize performance; takes disciplinary action, up to and including termination, to address perform­ance deficiencies, subject to management concurrence, in accordance with the Agency’s human resources policies and procedures.

  3. Assigns, delegates, manages and monitors the activities and work of professional and technical planning staff engaged in data collection, research and analysis and plan formulation on a wide variety of service planning, route development, scheduling, systems performance assessment and public input issues; formulates and administers service development and review program activities; prioritizes pending requests for route and schedule reviews and related matters; participates in researching and developing new and revised transit planning policies and procedures.

  4. Manages, assigns, delegates and oversees and/or conducts complex performance and operational analyses of on-time performance, ridership and other operational issues; reviews and evaluates the results of run cutting and headway analyses and analyses of route and schedule deficiencies; oversees and participates in conducting complex studies to: identify service and operational deficiencies; evaluate service coverage issues, including service needs for new residential and commercial developments; assess route and service additions and modifications to address identified needs and present recommendations to management.

  5. Perfrom research and analysis of performance data and in drafting and updating the Agency’s Long- and Short-Range Transit Plans; reviews and drafts Agency comments regarding provisions of the Regional Transportation Plan, Overall Work Program, Regional Comprehensive Plan and other plans, studies and documents.

  6. In collaboration with other Agency managers, compiles information and prepares applications for grant funding from federal, state, regional and other sources; administers and serves as project manager for assigned grant-funded projects and programs; coordinates activities with other departments; develops and submits funding agency status reports and other documents.

  7. Manages and directs the Agency’s transit amenities program and the Development Review Program; oversees review and preparation of comments to stakeholder cities and public agencies regarding impacts on transit amenities.

  8. Represents the Agency in interactions with assigned local governmental agencies and regional entities regarding transportation programs and services; when assigned, represents SunLine at local, state, regional and national planning and funding forums, before board and commissions and in public hearings.

Minimum Qualifications
  • A four (4) year degree with a major in Urban or Transportation Planning or closely related field highly desired. Greater than five (5) years’ experience in transportation planning may be considered qualified in lieu of stated education.

  • Five (5) years of progressively responsible urban and transportation planning experience. Minimum of two (2) years at a supervisory or project management level or an equivalent combination of training and experience. Experience with a public transportation agency preferred.

  • A current, valid, and unrestricted California driver’s license of any class.
