Hiring Salary Range: $46,532 - $62,043

Full Salary Range: $46,532 - $77,554 Annually

Work Schedule: Monday - Friday (8:00 am - 5:00 pm) “Subject to change per State orders surrounding COVID-19 protocol”

Primary Duties/Brief Description of Work:
The Grants Analyst is the subject matter expert responsible for the oversight, administration, and coordination of the Greensboro Transit Agency’s (GTA) Federal Transit Administration (FTA) and North Carolina Department of Transportation (NCDOT) grant programs.

Duties include ensuring that the City and GTA comply with all regulations pertaining to Disadvantaged Business Enterprise (DBE), Equal Opportunity Employment (EEO), and Minority Women Business Enterprise (MWBE) Programs; ensuring compliance relating to Federal ADA, Title VI, and Civil Rights Program requirements. The position is responsible for the development, administration, and oversight of all GTA contracts. This includes, but is not limited to janitorial, landscaping, environmental compliance, bus wash maintenance, and professional transcription.

Performs other contract oversight as needed. This position works in collaboration with other division and department personnel to review and evaluate bids, proposals, invoices and contract performance standards.

Establishes, reviews and interprets practices and policies for compliance within the terms and conditions of all Federal, State, and local laws and bid proposals or contracts being evaluated and administered.

Acts as the principal staff responsible for compiling and responding to FTA's triennial review. Must have excellent writing and verbal communication skills, organization skills and the ability to work under pressure with tight deadlines.

This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards.

Qualifications:
  • Bachelor's Degree with 4-6 years of experience applying the principals, practices, and techniques of finance

  • Or Associate Degree with 6-8 years of experience applying the principals, practices, and techniques of finance

  • Experience with Microsoft Office (i.e. Word, Excel, Outlook)

  • Valid Driver’s License

Preferred Qualifications:
  • Experience in local state and federal grant writing

  • Knowledge of grant funding policies and procedures and applicable local, state and federal regulations
