The City of Everett is accepting applications for the appointive position of Transportation Program Manager – Grants Administration in the City’s Transit department.

JOB DESCRIPTION: Under the direction of the Transportation Services Manager, this position manages the day-to-day functions of the City’s federal and state transit grants and/or other service and technology programs and capital projects in the area of transit and transportation services. Responsibilities include the administration and implementation of programs and projects to successfully meet identified objectives within established budgets and schedules. The work is reviewed through observations, reports, debriefings, management team conferences written reports and the results obtained. The Transportation Programs Manager may supervise assigned staff.

JOB RESPONSIBILITIES:
  • Manage and prepare grant applications and required grant reports; ensure grant expenditures are consistent with grant requirements. Develop and monitor budgets and approve eligible expenditures within established budgets, including funds spent according to complex grant rules and procedures.

  • Manage and coordinate a variety of on-going programs and supporting projects within the Transportation Services Department, including capital projects, transit service programs relating to transit infrastructure, and state and federal grant programs.

  • Review and develop plans for proposed programs and designs. Develop methods, techniques and processes for evaluating and/or obtaining program results.

  • Represent Everett Transit at local and regional transportation meetings regarding capital projects, bus and paratransit services, and/or policy direction.

  • Manage assigned capital projects including contract administration, design, permitting, project control, and budget and construction oversight. Assist in the planning and development of other transit-related capital projects.

  • Oversee and manage Administrative Coordinator of Grants & Capital Project Planning

  • Address a variety of personnel needs and issues, including workflow, documentation of leave usage, adherence to payroll reporting standards, overtime monitoring, and performance reviews of subordinate personnel.

  • Assist in the development of a competent, well-trained, and motivated staff capable of achieving department goals and commitments.

  • Oversee the development, implementation, and enforcement of division policies.

  • Research, analyze and interpret laws, regulations, policies, codes, and statutes.

  • Oversee, prepare and submit reports in compliance with both State and Federal regulations, to include National Transit Database (NTD) reporting as required by the Federal Transit Administration.

  • Manage the City’s Commute Trip Reduction grant program and submit reports as required.

  • Maintain project files, program documents, and records.

  • Maintain compliance with federal, state, and local regulations and requirements

  • Administer and update Federal Transit Administration Civil Rights Programs

  • Keep senior management informed of changes in legislation and/or federal and state requirements to ensure compliance within the transit agency

  • Prepare and represent department during audits and the Federal Transit Administration’s Triennial Review

  • Perform related work and special projects as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS A combination of education and related experience may substitute for education requirements.
  • Bachelor’s Degree in Planning, Transportation, Public Administration, Finance, Business Administration, Marketing, Communications or a related field and

  • 4 years experience in transit project and/or program management, planning, and/or grant administration, including 2 years of supervisory experience. (Required focus of transit-related experience depends on area of assignment).
