JOB SUMMARY:
At Toledo Area Regional Transit Authority (TARTA), a Human Resource Generalist acts as a business partner on human resource matters including, but not limited to, workforce planning, recruiting, performance management, employee relations, training, and special projects. They lead the administration and implementation of human resources policies and procedures and their dissemination through employee literature, communications, and/or meetings. They prepare reports in conformance with legislated requirements or organizational needs. They are an active and visible person within the agency.

The Human Resources Team at TARTA addresses traditional HR needs and supports long-term employment at TARTA and agency values: community, diversity & inclusion, integrity, safety, and continuous improvement.

ESSENTIAL FUNCTIONS/ RESPONSIBILITIES:
  • Communicate, implement, and interpret HR policies and practices to ensure fair and consistent administration. Observe and analyze the execution of practices, identity problem areas, and facilitate change.

  • Overall accountability for recruiting, hiring practices, and performance.

  • Strengthen employee relations by actively listening and appropriately responding to employee concerns in a timely manner and by initiating proactive and effective processes.

  • Provide effective advice and counseling to supervisors on all matters involving employee relations.

  • Contribute to employee engagement through active listening, employee recognition, and employee events.

  • Manage Affirmative Action Plan and all required updates, reporting and documentation.

  • Lead local onboarding and manage documentation requirements for new hires including all necessary paperwork to ensure compliance with corporate, federal, and state requirements.

  • Manage and process unemployment claims and related documentation.

  • Create an environment that fosters loyalty, learning, trust, diversity and inclusion, and equal opportunity.

  • Demonstrate initiative, resilience, project management skills, and an attention to detail while maintaining a high degree of accuracy in a high volume, fast paced, dynamic team environment.

  • Communicate, collaborate, and network with all levels of employees, HR colleagues and management.

  • Ensure the integrity and quality of all information produced.

  • Assist in the coordination and implementation of a first-in-class wellness program that touches the workforce proactively and brings value to the transformational direction of the agency.

  • Represent the agency’s needs in HR planning and discussions.

  • Lead implementation of agency HR programs, policies, and communications.

  • Performs other related duties as required; all job descriptions are subject to change.

KNOWLEDGE, SKILLS & ABILITIES OR QUALIFICATIONS:
  • Bachelor’s Degree in Human Resources management or related degree, and/or 3+ years of experience in HR (or combination of education and experience)

  • Good working knowledge of HR and employment law

  • Excellent verbal and written communication skills

  • Intermediate to advanced skill with Microsoft Office Suite

  • Experience working with sensitive and confidential information with a high degree of integrity and judgment
