JOB SUMMARY
Grant applications are prepared by Infrastructure; the Manager of Grants Administration is responsible for grant applications review and submittals.

ESSENTIAL FUNCTIONS

  • Review and submit grant applications for capital, operating, planning, training, and other programs to the Federal Transit Administration (FTA), including the Program of Projects (POP) and Unified Planning Work Program (UPWP).
  • Collaborates in the preparation of project budgets in cooperation with the project managers and other department heads.
  • Reconciles grants activities to the general ledger and the Federal Transit Administration.
  • Collaborates in the development of long range capital outlay plans; identify source of funding, monitor activities, prepare analyses, recommendations, and updates.
  • Develops Force Account Plan (FAP) in cooperation with user department (internal technical staff); update, as necessary.
  • Coordinates grant close out information; prepares and submits close out report, follows up with unresolved item(s) if any, through the period of financial acceptance.
  • Prepares monthly analyses on expenditure charges to Force Account Plan. Reviews all grant supported contracts and invoices for conformity with approved budgets and eligibility requirements.
  • Develops grant amendments and/or revisions after collaboration with management and/or appropriate staff; prepares for submission to the FTA; distribute approved revisions/amendments.
  • Reviews receivable balances concerning grant related expenses. Prepares adjustments when needed to correct invalid entries.
  • Prepares financial status reports to the Federal Transit Administration.
  • Monitors RTA's Capital Budget expenditures to determine reasons for cost overruns.
  • Assists in the annual compilation and presentation of Capital Budget
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of RTA are carried out

KNOWLEDGE, SKILLS & ABILITIES
  • Possess analytical skills
  • Knowledge of government regulations associated with the transit industry
  • Concise oral and written communication skills
  • Must possess basic computer skills
  • Read, write, speak, and understand English

EDUCATION
Bachelor’s Degree in Accounting or a related field.

EXPERIENCE
A minimum of four (4) to seven (7) years’ experience in working with federal/state grant programs, including submission, grant approval, implementation, close out, or comparable experience or any combination of education and experience deemed to be comparable.

LICENSING REQUIREMENTS/DEMANDS
A valid Louisiana Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Must provide proof of being fully vaccinated with the COVID-19 vaccine before start date.

Must submit to criminal background check, the results of which must meet hiring criteria for the role.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times. Normal office environment.
