It consists of three departments: administration, operations and maintenance; 135 employees, approximately 80 fixed route and para-transit vehicles.

The CHIEF OPERATING OFFICER has responsibility for the day-to-day management and oversight of Norwalk Transit District’s Bus Operations, Paratransit (ADA/Shuttle) departments and oversees all vehicle and facility maintenance.

Responsibilities include continuing analysis of the respective departments’ operations, efficiencies and effectiveness; development of supervisory staff and monitoring of goals and performance; development of operation policies and procedures and enforcement of same; review and oversight of technology and communication systems; ensuring conformance with regulatory requirements; reviewing discipline to ensure consistency; investigating customer complaints; working cooperatively with all other Managers; and, other duties that may be assigned. Also serves as the District’s ADA Officer and Civil Right Officer in accordance with the approved ADA Plan.
  • The Chief Operating Officer reports to the Chief Executive Officer; will work collaboratively with all departments; directly supervise the Director of Information and Technology, Transportation Manager, Manager of Safety & Security, Data Analyst/Transportation Planner and Marketing Representative.

  • The COO plans, directs and evaluates the operations of all areas of the organizations transportation operations. Will manage and direct the Fixed Route and Paratransit Departments ensuring safety, proper staffing, compliance with all regulatory requirements pertaining to fixed-route and Paratransit operations and on-time performance. Develop, manage and implement required reporting and liaison functions in support of all local, state and federal compliance regulations for the District. These include:

    • Americans with Disabilities Act (ADA)

    • National Transit Database

    • Connecticut Department of Transportation

    • Federal Transit Administration

  • The Chief Operating Officer also has responsibility for safety and is tasked with oversight of the District’s Safety Management System (PTASP). Responsible for contributing to a safe and secure work environment. Is cognizant of surroundings and acts in a safe manner at all times.

  • Is knowledgeable of and adheres to OSHA, NTD and other safety standards, directives and advisories, both written and verbal. Uses safety equipment and protective clothing as appropriate and necessary. Maintains good housekeeping habits in work area to avoid injury to self or others. Immediately reports to their respective supervisor or Manager of Safety and Security any safety or security issue and makes recommendations for improvement. Observes building access restrictions and lock doors when not present. Knows the nearest two safety exits and participates in safety drills… and more.

SALARY RANGE: $120,000 to $140,000 Annually
