The Internal Auditor reports directly to the Board of Directors of the Austin Transit Partnership (ATP). This position performs advanced (senior level) internal audit and finance functions and work. Work involves directing and developing a risk-based annual internal audit plan and budget for evaluating the effectiveness of controls in place to manage significant financial reporting and other risk exposures, safeguard company assets, and compliance with laws and regulations.

Responsible for selection of external auditors and ensuring audit workflow meets ATP reporting timelines. Regularly evaluate departments/divisions of the organization to determine if they are performing in compliance with recommended processes, procedures, and business controls. Suggest new initiatives, controls, and procedures to ensure good business practices are in place. Appraise the effectiveness, economy and efficiency with which resources are employed. Work with the ATP General Counsel for the review and investigation of reports which include fraud, waste, and abuse as reported through the Ethics, Conflicts, and Nondisclosure policy violations. Facilitate audit related meetings and implement changes recommended by external auditors. Ensure internal audit training program for management and staff is established and regularly updated. Advanced skills in Generally Accepted Accounting Principles (GAAP) are required. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

ABOUT ATP
The Austin Transit Partnership (ATP) is an independent organization entrusted with the design, construction, and implementation of Austin’s Project Connect program, which includes a new rail system, a downtown tunnel, and expanded bus system. ATP works in close partnership with Capital Metro, the region’s public transportation provider, which provides ATP with a range of critical administrative and capital projects support functions.

Education and Experience:
  • Bachelor’s degree from an accredited 4-year college or university with major coursework in a field relevant to the position (i.e., Business Administration, Accounting, Finance, Public Administration, etc.) Experience and education may be substituted for one another on a year-by-year basis.
  • Master’s Degree or its International Equivalent in Accounting, Business Administration, Finance or Related Field is preferred.
  • Minimum seven (7) years of experience in public accounting or internal auditing, including designing and conducting performance audits in accordance with standard auditing practices, performing engineering and construction audits, analyzing financial records, preparing audit reports, and writing recommendations for improvements and/or corrective action based on audit data.
  • Experience using the Government Auditing Standards as issued by the U.S. General Accountability Office (“the yellow book”). Experience auditing federal grants, contracts and information technology programs are preferred.
  • Experience in engineering and construction audits and regulations required by FTA for federal grants preferred.
  • Experience should include five (5) years of significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), Uniform Guidance (2cFr200), and Federal Acquisition Regulations (FAR) systems.
  • Experience in presenting information (written and orally) to senior executives.
  • Experience with transit agencies and/or major civil construction projects strongly preferred.

Preferred Licenses or Certifications:
Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) or other appropriate certifications or licensure preferred.
