GENERAL PURPOSE:
Under general direction, manages work activities relating to installation, testing, maintenance, and repair of highly complex security, fare collection, passenger information and train electronic systems. Develops and implements effective and efficient solutions; provides for the proper staffing of all work; ensures that services are delivered within service level agreements and budget constraints and in full compliance with local, state, and federal policies, procedures, rules, and regulations. Interfaces and works cooperatively with other Agency departments to implement and support Agency wide programs and to obtain consensus and approvals related to projects or services.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Manages, coordinates, schedules, and assigns the daily work activities of assigned staff and contractors in accordance with Agency regulations, policies, and operating procedures and practices; monitors after hours and standby program to assure effective and reliable staff responses to planned and unforeseen incidents and repairs.

  • Ensures personnel are oriented in department procedures, safety practices, required training, systems operations, and other governing regulations; improves maintenance and operations processes where practical.

  • Conducts inspections of operations systems and infrastructure, implements continuous improvement of processes; collects and assesses staff and contractor feedback. Maintains maintenance records associated with equipment.

  • Coaches and trains staff; manages employee relations; manages the workflow and prioritization of projects and maintenance activities; measures the performance of all related staff and takes appropriate corrective action when necessary; develops work plans for staff; implements and recommends corrective actions, discipline, and termination procedures as appropriate.

  • Participates in procurement of equipment and tools. Maintains procurement records and ensures compliance; reviews and becomes familiar with pertinent contracts, terms, and conditions.

  • Serves on a variety of committees; prepares and presents staff and system’s health performance reports; attends and participates in professional group meetings.

  • Maintains awareness of new trends and developments in the fields related to area of assignment.

  • Attends professional development training; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

  • Participates in various Division and Department meetings; maintains knowledge of operations and maintenance concepts and issues facing the Division, Department, and Agency.

  • Evaluates and proposes improvements to operations and maintenance processes including better efficiency, cost effectiveness, quality, customer satisfaction, staff collaboration, and job satisfaction.

  • Provides input for new and modified systems and station designs; analyzes operations and maintenance risk factors using experience and knowledge and recommends methods to minimize and control risk.

  • Reviews engineering Request for Information submittals and final deliverable documentation for new project installations and systems handover processes and assesses commissioning activities for new or modified systems.

  • Provide input on cost analysis and review for new systems, modifications and business process changes to build and assess Total Cost of Ownership and business case justifications.

MINIMUM QUALIFICATIONS

Education and Experience:
Associate Degree in maintenance management, construction management, engineering, business administration, or closely related field and four years of experience in supervising and administering operations management, working with stakeholders, and policy and procedures development that includes two years of leadership, budgetary, planning and workforce management experience, preferably in a transit/transportation related environment across multiple locations; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of valid Washington State Driver’s License.

Required Knowledge and Skills:
  • Operational characteristics, services, and activities related to reliability maintenance management.

  • Business/industry principles and practices related to electronics systems maintenance management.

  • Construction principles and practices.

  • Occupational hazards and standard safety practices.

  • Pertinent federal, state, and local laws, codes, and regulations.

  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

  • Principles and practices of budget preparation and administration.

  • Report preparation, independent cost estimating, and contract scope preparation.

  • Modern office procedures, methods, and equipment including computers, mobile devices, and computer applications such as word processing, spreadsheets, and statistical databases at an advanced level of proficiency.

  • Principles of supervision, training, and performance evaluation.

  • Project management techniques and practices.

  • Enterprise Asset Management Systems.

  • Procurement and contracts management.

  • Microsoft Office products for preparation of reports, official agency correspondence and backend reporting portals.

  • Writing technical standard operating procedures and training material.

  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the public.

  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve and explain them to staff and other constituencies.

  • Interpreting and applying applicable federal, state, and local policies, laws and regulations.

  • Interpreting maps, manuals, blueprints, technical drawings and schematics.

  • Critical and strategic problem solving.

  • Preparing and analyzing data and comprehensive reports.

  • Responding to inquiries and in effective oral and written communication.

  • Researching, analyzing, and evaluating new operations maintenance methods and techniques.

  • Applying project management and program development techniques and principles.

  • Developing and monitoring departmental and program/project operating budgets, costs and schedules.

  • Demonstrating a positive customer service orientation with both internal and external clients.

  • Supervising, leading and delegating tasks and authority.

Preferred Knowledge and Skills:
  • Electrical and networking principles.

  • Access management, CCTV, fare collection, electronic systems and basic networking terminology.

  • Public transit operations and business practices.

  • Governmental budgeting practices.

Physical Demands / Work Environment:
  • Work is performed indoors and outdoors throughout the service area of King, Pierce, Kitsap and Snohomish Counties.

  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease and extreme noise when conducting site visits.

  • Work adjacent to active rail and bus lines.

  • Support non-business hour work requests on a rotating basis as-needed, work off hours during special projects or special events, and support recovery efforts during severe weather.
