GENERAL SUMMARY:
Manages, develops and assists in the development, implementation and operations of complex service planning and development projects including ridership reporting technology and compliance, statistical/demographic/geospatial analysis and projections, performance evaluation and equity analysis of existing and planned service, survey design, research and analysis for the Dallas Area Rapid Transit's (DART) Service Planning and Scheduling Department. Assists and supports in the development and management of various Service Planning, Research and Analysis contracts and projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Manages, develops, assists and supports the development, implementation and operation of complex service analysis projects, including ridership reporting technology and compliance, statistical/demographic/geospatial analysis and projections, performance evaluation and equity analysis of existing and planned service, survey design, research and analysis.
  2. Leads data driven service design and planning, acquisition and creation of datasets, geographic information system (GIS) spatial analysis of transit system data including automatic passenger count (APC) data, fare data, aerial photography data, geo-referenced survey results, and demographic data.
  3. Designs and implements the Agencys passenger count sampling procedures for APC and non-APC (GFI farebox) count programs for bus, light rail, and other fixed route transit consistent with FTA guidelines for National Transit Database (NTD) reporting and industry best practices. Manages APC validation surveys ensuring accurate passenger counts, and NTD compliance.
  4. Develops, coordinates, and manages agencys various ridership reporting timely and accurately based on DART ridership reporting techniques and in accordance to agency requirement. Develops route level and system level ridership projections for existing and proposed services based upon best industry practices.
  5. Performs and supervises transit-related service planning, advanced demographic and geo-spatial analysis and visualization, cost estimation, and research to make sound technical recommendation to executive leadership. Develops responses to complex data analysis requests made by internal departments or external stakeholders, including statistics and metrics for measuring operational efficiency and success.
  6. Designs, manages, and analyzes statistically valid surveys relating to transit information, including customer satisfaction, origin-destination patterns, travel behavior, fare payment, and demographic categories.
  7. Researches, evaluate, and remains current on new industry trends, methods, and technology.
  8. Supports Senior Managers on special projects as assigned.
  9. Coordinates activities with other DART departments, government entities, consultants and other impacted parties; prepares and/or reviews planning, project definition, criteria, design, scheduling, cost, and scope of services in coordination with other DART departments and government entities.
  10. Assists in the development, implementation, evaluation and revision of policies, procedures and standards for assigned projects.
  11. Oversees, instructs and checks the work of consultants on assigned projects. Monitors performance of work to ensure compliance with contract specifications.
  12. Analyzes projects to determine status, cost-effectiveness, etc. Makes changes or modifications to ensure compliance with established project objectives.
  13. Performs technical review of projects and prepares technical reports and correspondence.
  14. Makes formal presentations to staff, consultants, government entities and other related parties as required to communicate project(s) performance.
  15. Develops, submits for approval, and monitors project and contract budget(s) and takes action to correct variances and participates with periodic budget reviews.
  16. Prepares a variety of reports for management review; remains current on new industry trends, methods, and technology.
  17. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Civil Engineering, City and Regional Planning, Transportation, or a related field.
  2. Five (5) years of progressively responsible experience in transit service planning and analysis or related field.
  3. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  4. Very strong technical and analytical skills to find solutions to professional, technical, and administrative problems. Attention to details. Ability to multitask.
  5. Advanced use of PC and software applications to include word processing, spreadsheet, database, presentation software, statistical analysis programs, geographic information systems, and other related planning software applications.
  6. Knowledge of methods and practices involved in transit service planning (ridership estimation, demographic analysis, geospatial analysis, cost estimation, principles of service scheduling).
  7. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  8. Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.

REPORTING RELATIONSHIP:
Reports to Director, Service Planning Research & Analysis

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
