Job Summary:
The Director of Marketing and Communications will lead full range marketing and public relations activities to maximize the Agency's services and programs; represent the Agency for public and news media relations, community outreach, employee communications, marketing promotional efforts and governmental affairs. Oversee marketing and communication operations; increase engagement with stakeholders, including media, customers, governmental representatives, employees, and community members. The duties and responsibilities of this position are carried out within in the framework of established policies and procedures. This person also participates on the senior management team that leads the strategic direction of the agency.

Essential Job Functions:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position.
  • Oversee community outreach programs in collaboration with subject matter experts across all District departments; serve as a liaison with District departments relative to projects affecting the community; coordinate and conduct community informational meetings and seek public input; arrange and conduct tours of District facilities; prepare and deliver speeches to community groups and assist in coordinating other speakers as needed; represent LTD at community and transit industry meetings and events; serve as a liaison with citizens, homeowners groups, community organizations and a variety of governmental organizations and officials; respond to customer inquiries and complaints regarding District services, programs, policies, and other related subjects and programs.

  • Oversee the District’s comprehensive communication and outreach strategy for external audiences; coordinate external outreach programs including outreach efforts for transit services, planning and capital projects, and District priorities; produce communication materials, including graphics and various digital formats, for print and electronic newsletters, social media content, news releases, billing inserts, brochures, photo displays, slide shows, video productions, and other customer facing content.

  • Manage media outreach and review, edit, and approve press releases and materials for press events; coordinate press briefings and tours; develop media outreach plans and maintain media lists; maintain relationships with the media (including general media, Homeowner Associations and other media outlets/publications) and provide continuous

  • Manage the District internal and external publications including informative brochures, newsletters, informational materials, PowerPoint presentations and web copy.

  • Manage the District’s website; engage with subject matter experts to ensure web content is reviewed and updated as appropriate; regularly review and prepare recommendations for enhancing the website to support the District’s communication and customer engagement objectives.

  • Lead the District’s engagement in industry and community programs to support the Board of Directors, General Manager, and other staff; communicate and share activities, successes, and messages from the District.

  • Support the development of District publications and reports, including the Long Range Financial Plan, Community Investment Plan, Annual Budget Report, STIF Plan, etc.

  • Oversee informational programs for schools, nonprofits, and public and private businesses; lead informational events and activities associated with District programs such as transportation options, group pass programs and rider-related activities.

  • Manage the District’s social media strategy; review, edit and approve content and provide regular updates to website and social media channels; coordinate with appropriate staff and manage responses on social media channels as appropriate; coordinate and support District staff in all customer responses to provide consistent communication and messaging.

  • Coordinate the displays and exhibits for community fairs, school programs, and other community events; manage District events by reviewing, editing, and approving posters, signs, exhibits, displays and other informative materials; coordinate the operation of all audio-visual and video equipment for community or in-house informational presentations.

  • Prepare, coordinate, and lead the District outreach program both in preparation and during emergency situations; serve as the primary Public Affairs responder in the Emergency Operations Center during emergencies.

  • Coordinate participation and partnerships with local cities and/or agencies for various community events, educational programs, and regional public forums; monitor and track public affairs activities of other local cities, Lane County, and other regional agencies; lead the development and coordination of regional outreach programs.

Departmental Management Functions:
  • Oversees the daily workflow and provides leadership and supervision of Marketing and Communications.

  • Advise other departmental managers on matters of internal and external marketing materials and outreach programs, and industry best practices.

  • Participate as member of executive management team, contributing to policy level discussions across a wide spectrum of issues.

  • Communicate and work in conjunction with outside groups, including the Amalgamated Transit Union, professional associations, minority representative groups within the community, and other area employers.

  • Communicate and work in conjunction with outside advisors, consultants, and vendors’ representatives.

  • Advise General Manager and Assistant General Manager on crisis management policies and actions in response to outside forces, and kept informed of District activities and events.

  • Performs other duties as required.

Knowledge, Skills, and Abilities:
Requires knowledge of the field of assignment and physical ability sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above Essential Job Functions of this Job Description.
  • Knowledge of industry trends and media practices as they apply to developing and carrying out public information/public affairs programs, advertising and marketing tactics, methods and techniques for creating effective media and public relations materials.

  • Knowledge in utilizing Google Analytics, Facebook Ad Manager, Google AdWords and related digital marketing platforms.

  • Ability to generate interest and convey messages through the development of graphic design treatments, persuasive speeches and written materials.

  • Ability to represent the District effectively with public officials and with media representatives on a variety of issues.

  • Ability to exercise sound independent judgment and political acumen within general policy guidelines.

  • Ability to communicate in a professional manner with District management, coworkers, the general public, inter-agency and elected officials through verbal and written communication in face-to-face, one-on-one and group settings.

  • Must be able to organize, prioritize, and work on simultaneous assignments with attention to detail and required deadlines.

  • Knowledge of principles and practices of: employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures; District personnel rules, policies and labor contract provisions; public administration, including budgeting, purchasing and maintenance of public records.

  • Ability to work flexible hours; analyze, evaluate and develop solutions to marketing and communications issues; effectively lead and coordinate team projects; efficiently formulate and administer a budget; develop and produce written reports; deliver effective oral presentations; maintain confidentiality of information; and perform duties and responsibilities without direct supervision; use a personal computer in a LAN environment, including basic knowledge in email, word processing, and spreadsheets; work as an effective management team member and establish and maintain effective working relationships with those contacted in the course of work; meet position attendance requirements; work safely; perform job functions in a timely and accurate manner; communicate effectively with other employees and the general public using courtesy, tact, and good judgment, and to act as a positive representative of the District.

  • Excellent verbal and written skills, interpersonal and negotiation skills. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills. Ability to adapt to the needs of the District, prioritize, and delegate tasks when appropriate.

Qualifications:

Minimum Qualifications: Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Typical qualifications would be:
  • Bachelor’s degree from an accredited college or university with major course work in communications, marketing, public relations, journalism, or related field; a Master’s Degree in the above noted fields of study is desired.

  • Work experience in the communications, marketing and/or public relations field, which includes at least five (5) years of supervisory and project management experience that would support the effective performance of the essential job functions.

Preferred Qualifications:
  • Master’s Degree in Marketing, Communications, Public Relations, or related field, and ten years of experience in a supervisory role managing a small to mid-size marketing and communications department. Previous experience working with government agencies or public transportation operations.

Compensation and Work Schedule:
This position is a full-time, exempt position, eligible for the regular administrative benefits package. The pay range is between $95,370.00 and $127,160.00 annually. The work schedule for this position is flexible and normally is Monday-Friday from 8:00 a.m. to 5:00 p.m. This position will be considered part of the hybrid team structure, with opportunities for telework.
