SALARY RANGE: $112,937.16 - $170,817.06 Annually

POSITION PURPOSE:
Manages agency-wide procurement and contract administration activities for the purchase of capital equipment, assorted goods, and property management, office support, professional and construction services and inventory control management. Assists in the development of and implements procurement and contracting policies, procedures and programs, identifies and produces procurement and contracting efficiencies, promotes competition among vendors, meets customer needs in terms of cost, quality and timeliness and promotes positive customer and vendor relations.

ESSENTIAL JOB FUNCTIONS:
  • Assists in the development of procurement and contracting plans, programs and strategies based on agency goals/objectives and strategic plans. Establishes, communicates and manages work programs to meet goals, objectives and plans.
  • Provides advice to personnel on procurement and contracting issues and assists in the development of sound procurement and contracting policies/procedures in support of the agency and department staff that are consistent with Board of Directors, local, state and federal procurement and contracting rules, regulations, guidelines and best practices.
  • Manages centralized procurement activities, including purchasing cards, third party ordering systems, requests for quotes and competitive bids/proposals for a wide variety of equipment, goods and property management, home office support, professional and construction services. Employs sound source selection methods and develops standard solicitation and contract provisions and clauses, templates and forms that promote internal efficiencies, meet best practice standards and encourage vendor competition. Conducts complex contract negotiations.
  • Assists in the development of and executes a contract administration program that effectively monitors and manages contractor performance against stated contractual requirements, minimizes contract changes and disputes, produces high quality service delivery, results in timely receipt of work products and ensures the agency and its contractor partners receive what they have bargained for.
  • Assists in the development and delivery of training in procurement and contracting policies/procedures to agency staff, project managers and the vendor community at large.
  • Develops strong vendor relationships and promotes fairness and equity in the agency's procurement and contracting practices.
  • Actively promotes contracting opportunities for DBEs, both as prime and subcontractors. Also actively promotes the contracting opportunities for Small Business Enterprises (SBEs).
  • Develops and manages the departmental budget.

MARGINAL FUNCTIONS:
  • Performs other work-related duties as assigned.

REQUIREMENTS

Education and Experience:
  • Bachelor's degree in Business or Public Administration or closely related field.
  • 9+ years of experience in public procurement and contract management, or a closely related field, in a mass transit or closely related public sector environment.
  • A minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff

Machines, Tools, & Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.

Licenses/Certifications:
  • Must be able to obtain a valid State of Florida Driver's License within 10 days of hire.
