Summary
Directs, plans, controls, and manages all aspects of the Authority's revenue collection and processing services including fare collection, fare processing, fare media encoding, revenue administration, Ridestore operations, media sales, fraud analysis, revenue settlement and clearing house functions. Indirectly assists with collection of revenue from Parking and Central Cashiering Facilities. Directs and institutes revenue and fare media control, manages transactional reporting, revenue and cost apportionment, fraudulent transactional activities, hot listing and system access. Directs research and recommendations for improving efficiency and revenue/fare media security. Develops and establishes procedures and policies governing all aspects of revenue operations.

Works closely with AFC contractors to ensure that all services and equipment are installed and operational for MARTA patrons.

Essential Duties and Responsibilities
  1. Directs, plans, controls, and manages the revenue collection and processing areas for Breeze Vending Machines, Bus Fareboxes, Parking, Ridestores, Media Encoding, Media Sales, Central Cashiering Facilities, and other MARTA point of sales devices. Directs the maintenance oversight area of ticket vending machines/bus fareboxes/revenue processing equipment for the Authority. Total revenue monitored annually is approximately $93 million.

  2. Directs the fare media encoding branch, which is the central point of distribution and control for all fare media, including regional partners. Directs, plans, and controls fare media inventory, receiving and processing of all bulk fare media orders, including initializing, encoding, quality assurance, printing, packaging and delivering and tracking the receipt of each order.

  3. Directs, plans, controls, and manages the revenue administration area, overseeing the reconciling of all coin and currency counts processed by all the revenue operations areas by monitoring, auditing, and controlling transactional fraud and system access rules.

  4. Indirectly responsible for the management of fare revenue and cost apportionment related to regional clearinghouse services. Participates and responsible for providing regional services to our regional partners, such as revenue collection and revenue processing as contracts are awarded to the Authority.

  5. Directs and executes the controls necessary for the security of the fare collection and processing system - monitoring and preventing fraudulent activities and controlling system access. Directs the activities which include identifying, preventing, investigating, resolving and reporting discrepancies, unusual occurrences and variances.

  6. Actively participates in transit costs and revenue research programs and model development projects to provide tools for financial assessment, financial planning modeling, revenue strategies, and fare policy in support of management decision making.

  7. Directs and oversees the administration of all contracts including service contracts and maintenance, equipment and supplies for revenue collection, revenue processing, administration, media encoding, Ridestores, and media sales.

  8. Performs other duties as assigned.

Supervisory Responsibilities
Directs a staff of Revenue Administration, Revenue Collections, Revenue Processing, Revenue Maintenance, Clearinghouse & Settlement, Ridestores, Breeze Media Distribution and Breeze Fulfillment employees.

Education and/or Experience
A Bachelor's degree in Finance or a related field is required. Minimum of seven years of progressively responsible managerial positions in revenue operations, including experience in cash management services, cash collection and processing, high speed ticket encoding and/or high-speed check processing, central cash vault experience, central branch bank cash balancing experience, and parking revenue management. Areas of technical specialization include development and implementation of technology and systems for cash services and treasury operations. In lieu of a degree, directly related experience may be substituted.

Computer Skills
The primary tools for performing the functions of this position are the computer and MARTA's AFC system. The candidate must be able to quickly learn new and unique applications and interfaces. Experience with MARTA's new fare collection system is required.

Candidates will be required to be on call for emergency situations. Must pass physical examination including drug/alcohol screen. While performing the duties of this job, the employee is regularly required to:
  1. Stand, sit, walk, use hands to finger, feel, and reach with hands and arms 25% - 75% of the time.

  2. Climb or balance, stoop, kneel, or crawl less than 25% of the time.

  3. Lift up to 100 lbs. 25% - 75% of the time.
In cases of redeployment, incumbent may be required to lift money containers (weighing up to 75 pounds), fare media magazines, and rolls in or out of carts. Money bags may weigh up to 60 pounds. May push/pull revenue carts weighing in excess of 1,000 pounds.

Specific vision requirements include close vision, distance vision, depth perception, and the ability to adjust and focus.
