Job Summary
The Digital Video Coordinator is responsible for the daily review of all video recorded images on Washington Metropolitan Area Transit Authority (WMATA) buses for civil liability and other administrative matters recovered by Bus Transportation personnel, or any other element of the Authority. The incumbent is the liaison between other departments within the Authority regarding recovery and storage of video images and associated equipment. The Digital Video Coordinator ensures that all accidents/incidents within bus services are reviewed, downloaded and stored based on accident and incident reports from the Bus Operations Communications Center (BOCC).

ESSENTIAL FUNCTIONS
  • Oversees database administrators to ensure transportation surveillance technologies are updated and patched in accordance with manufacturer mandates and industry standards. Ensuring the entire transportation surveillance infrastructure is infused with the latest hardware and software technology advancements.

  • Maintains functional knowledge of the latest high availability systems, patches, and hardware, enabling BUS Services to stay up to date regarding the latest transportation surveillance administration trends, concepts, practices, and procedures. This is done to ensure accountability, accuracy, storage and retrieval of bus accidents, incidents, complaints, and requests from authorized personnel.

  • Retrieves, stores and maintains video footage from Closed Caption Television (CCT) and DriveCam systems aboard all buses.

  • Oversees request and distribution of video to assure that WMATA maintains authority over all footage.

  • Supports WMATA departments to include Labor Relations and General Counsel as expert witnesses in arbitrations, unemployment hearings and depositions. The accountability provides evidence related to hearings, arbitration and other legal matters, and contributes toward reducing fraudulent claims resulting in unnecessary financial burden to the Authority.

  • Maintains a master file of all recovered video in accordance with local, state and federal laws.

  • Participates in/on a variety of meetings, professional organizations, committees, and other related groups.

  • Participates in the development and implementation of departmental goals, objectives, policies, and priorities.

  • Ensures a tracking system of requests and videos are available for court issued subpoenas as well as obtaining information related to best practices in the industry.

  • Establishes and renews equipment, maintenance and/or service contracts and assures that all systems are serviced according to contracts. Contributes to preparing and maintaining Scope of Work for current software systems.

  • Meets quarterly with contractors on products, equipment's and upgrades required to the system.

  • Oversees required repairs and checks work for acceptance before authorizing payments, to ensure the equipment is working properly and coordinate if replacement or repair is needed.

  • Manages information and administrative tasks by serving as a liaison to internal and external request for information, preparing and presenting process and status reports and maintaining current knowledge with industry technology advancement.

Minimum Qualifications:

Education
High school diploma or General Equivalency Diploma (GED)

Experience
A minimum of four (4) years’ experience, with video technology/software and the management of evidence collection in a politically sensitive environment that may require responding to police, attorneys and employees at all levels.

Certification/Licensure
A valid Driver's License issued from jurisdiction of residence

Preferred
Associate degree, or vocational or technical school degree in Law Enforcement, Information Technology or Video Technology.

Medical Group
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.
